- Action Code: Presolicitation Notice Class Code: Z - Maintenance, Repair or Alteration of Real Property NAICS code: 238220 - Plumbing Contractors Subject: Provide Backflow Prevention Device Services (test and certify, repair, and replacement work) at Fort Hood, Texas Solicitation Number: W91151-12-B-0002 Set-Aside Code: Total Small Business Response Date: 2 March 2012 Place of Performance: Mission and Installation Contracting Command Fort Hood, 761st Tank Battalion Avenue, Room W103 Fort Hood TX 76544-5025 US Description: Provide everything necessary to perform Backflow Prevention Device Services in support of the Directorate of Public Works at Fort Hood, Texas. The summary of work includes, but not limited to, Contractor shall perform all work necessary to test and certify, repair, and replace backflow prevention devices located throughout Fort Hood, Texas. Replacement work includes installation of new devices on existing utility lines only where a device was overlooked or not previously needed, and removal or relocation of existing devices. This action will be conducted as a commercial service acquisition in accordance with FAR Part 12 (Acquisition of Commercial Items) in conjunction with the policies and procedures for solicitation, evaluation and award prescribed in FAR Part 14 (Sealed Bidding). This procurement is 100% set aside for small businesses. The North American Industry Classification System (NAICS) code applicable to this requirement is 238220 (Plumbing Contractors) and the Small Business Size Standard is $14M. The resultant contract will be a Firm Fixed Price, Requirements Type Contract with a base year beginning 1 May 2012 through 30 April 2013, with four one-year option periods. The Government anticipates issuing an Invitation for Bid (IFB), W91151-12-B-0002, on or about 1 February 2012. The IFB will be available for download at the Army Single Face to Industry website at https://acquisition.army.mil/asfi. No paper copies of the solicitation will be mailed and telephone requests will not be honored. Offerors must be registered in the Central Contractor Registration (CCR), accessed via the Internet at http://www.ccr.gov. In order to receive an award, the NAICS code identified above must be listed on your CCR profile. Offeror's pricing, any required licenses/accreditations, and representations and certifications shall be submitted with bid.
