- Dispenser, Paper Napkin The RFQ is for a Standing Qquotation for a 5-year period not to exceed 150,000 with annual reviews. NSN: 7350-00-205-0928 Dispenser, Paper Napkin, Capacity 125 - 150 folded napkins (3-1/2" x 7") minimum. Material: Stainless Steel Unit of issue is Each Delivery 30 days or sooner. Award will be made utilizing the Reverse Auction Process. Award will be made on an item by item (both depot locations) basis. The award may not be made upon the initial receipt of quotes. All vendors who submitted an offor and have been determined technically acceptable and met the Governments delivery terms of 30 days ARO will be sent an email indicating the low price for the item they quoted (the vendor offering the low price will remain anonymous). Each vendor will be provided a one (1) day time frame to revise and resubmit their quote. This process will be repeated until no lower quotes are generated from the emails received. The final low technically acceptable offor will receive the award.
