- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. The Government intends to award a sole source firm-fixed-price contract to Moog, Inc., 300 Jamison Rd, East Aurora, NY 14052-1234, a quantity of twelve (12) 30mm actuators and controllers, based upon proven capability with existing systems. The Government also intends to have Moog, Inc. provide services to modify their commercial actuator and controller to fit 105mm gun after which, the Government intends to procure twenty (20) 105mm actuator and controller sets. Only this specific product will satisfy the Government ™s minimum requirements with regard to the configuration and performance. The contractor possesses proprietary rights to their Interface Control Document (ICD). This requirement will be solicited in accordance with the authority of 10 U.S.C 2304(c)(1), as implemented by FAR 6.302-1, only one responsible source. The NAICS code is 335312 with a size standard of 1000 employees. The government reserves the right to award on an all or none basis or to make partial awards to fulfill the needs of the government. In order to be eligible for award, firms must be registered in the Central Contractor Registry (CCR). DoD will no longer make award to vendors not registered in CCR. Vendors may obtain information on registration in the CCR by calling 1-888-227-2423 or via the Internet at http://www.ccr.gov. In accordance with FAR 4.1201, the contractor shall also complete electronic annual representations and certifications via the online Representations and Certifications Application (ORCA) website at http://orca.bpn.gov in conjunction with required registration in the CCR database.
