- ***Site Visit - 13 January 2012 at 1000 hrs CST*** This project will construct an Automated Record Fire Range, Operations Storage Building, Range Operation Center Tower, Classroom, Covered Bleacher, Covered Mess, Ammo Breakdown Building, and Wet Latrine. The ARF Range will have a total of 112 stationary infantry targets, downrange limit markers, and lane markers. The ARF Range will be used to train and evaluate units during a live fire exercise. Targets vary from 50m to 300m downrange from a stationary firing position. All targets will be fully automated. Contractor to provide electrical infrastructure for targetry and furnishings. Targetry and furniture will be provided by others. Water will be provided by a well on site and sanitary sewage will be disposed of by septic tank and leach field. The proposed ARF Range is to be placed on an existing Modified Record Fire Range. There are currently existing structures at the proposed Range Operations & Control Area location and targets downrange. Ft. McCoy will remove all of these structures and existing targets and existing steel target emplacements. Removal of concrete slabs, pads, footers, foundations, and existing timber foxholes will be the responsibility of the Contractor. All existing target berms and firing positions on the existing range shall be removed. Site demolition will also consist of the removal of vegetation and all trees that fall within the target line of sight, Contractor is to clear vegetation, trees, and tree stumps in areas of grading, aggregate pavement, and buildings. There is low risk that small arms unexploded ordinance will be discovered during construction. If unexploded ordinance are found, removal will be done by others. The target ceiling for contract award is $4,120,000.00. Offerors are under no obligation to approach this ceiling. The estimated cost range for this project is $1M to $5M. The construction contract duration is 330 calendar days. The solicitation will contain options such as the following:OMAR Funded Items; Various Aggregate, Concrete, and Asphalt Pavement Areas; Fencing; Exterior Lighting; Site Landscaping; Interior LED Lighting; and In-Floor Radiant Heat. The proposals will be evaluated using the Lowest Price Technically Acceptable Process. This process requires potential offerors to submit their past performance/technical and price proposals for consideration by the Government. The evaluation criteria will contain factors such as the following: Relevant Experience and Past Performance. The approximate issue date is 08 December 2011 and approximate closing date is 24 January 2012 at 10:00 AM Eastern. The official closing date and time will be included in the solicitation. Project documents will be issued only via the internet by download at the Federal Business Opportunities (FedBizOpps) website (http://www.fbo.gov). Amendments also will be available only by download at the FedBizOpps website. This is a Small Business Set-Aside Procurement. The NAICS code is 236220. The Business Size Standard is $33.5M.
