Description
J&A citing FAR 8.405-6(b)(1) J&A citing FAR 8.405-6(b)(1) AND NOT 6.302-1 as this announcement states. It is for a 3 month extension of services with three 3-month options to ensure proper phase-in and phase-out of contractors after the protest period ends in late February 2012. The award is currently under a GAO protest and the services are still needed past the last extension end date of 1/10/2012. The base period of this J&A will expire on 10 April 2012. If an option to extend another 3 months is exercised, additional posting will not be required as the optoins are listed in this J&A. ________________________________________________________________________ CLARIFICATION: This contract was originally awarded on 7/12/2010 but was extended using 52.217-8 clause for 6 months. The 6 month extension expired while the re-compete was still under protest and so this extension J&A was needed to provide for another 3 months. INL has an urgent requirement to continue the basic aviation maintenance and logistics support to ARAVI. The U.S. Army CECOM contract has ended and therefore is not an option for extension of the aviation support. The incumbent CECOM prime contractor, Lockheed Martin, has a contract under the Logworld Federal Supply Schedule. INL consulted with the General Services Administration Contracting Officer under the GSA Logworld Schedule and learned that aviation maintenance and logistics support fall within the scope of the Logworld Schedule. Therefore, INL proposes a one-year task order will "bridge" the period necessary to conduct a full and open competitive acquisition for the full aviation support to include significant training for the CNP. Incidental training is within scope of Logworld, but a full scale training program is not. The GSA task order will also permit provision of phase-out services to the successor contractor.
