Attachment B - Capability Statement Instructions Attachment A - Analysis Support Draft SOO The U.S. Department of Education's (the Department) Office of Postsecondary (OPE) is soliciting industry comment and capability statement responses for its requirement titled "Analysis Support for Federal TRIO Programs." Background: As a result of the Government Performance Results Act of 1993 and the Higher Education Opportunity Act of 2008, OPE has a need to obtain the technical and data analysis support services of a capable contractor to provide ongoing analysis support for seven of the Federal TRIO Program's Annual Performance Reports. Key activities for the requirement include analysis of program performance data; providing advice concerning improvement of the Department's performance measurement system and data collection processes, and preparation and dissemination of data tables and reports to constituents, Congress, and other interested parties. The anticipated solicitation release month is March 2012. Presently, the solicitation strategy is for full and open competition. The Department is conducting market research to identify potential contractors and refine its requirements, thus removing potential barriers for maximizing competition. Capability Statements are requested from all interested parties. Both large business and small business contractors in the various socio-economic categories (specifically Hub Zone, Service Disabled Veterans, Woman Owned, etc.) are encouraged to submit a response. Capability statement instructions are provided in Attachment B - Capability Statement Instructions. The Performance Work Statement is still under development; however, a copy of a Draft Statement of Objectives (SOO) which provides insight into intended scope of OPE's requirement is provided for industry review and comment. (see Attachment A - Analysis Support Draft SOO) Anticipated Period of Performance: The anticipated period of performance shall be one, 12-month base period and four, 12-month option periods, to be exercised at the Department's discretion. Anticipated Contract Type: Firm-Fixed Price is the anticipated contract type. Capability Statement Responses: Written responses to this notice are due by 3:00 pm EST on January 17, 2012. Responses shall be submitted via email to Jake.vonReyn@ed.gov, and copy Veronica.Price@ed.gov. Any questions related to this notice must be submitted via email to Jake von Reyn at jake.vonreyn@ed.gov and copy veronica.price@ed.gov, no later than 3:00 p.m., EST, on January 11, 2012. No telephone inquiries will be accepted. Disclaimer: Responses received in response to this notice will not be formally evaluated, but will be used for market research purposes to develop a final acquisition strategy. The Department will not reimburse respondents for any cost associated with submission of the information being requested by this notice. Responses to this notice will not be returned, nor will there be any ensuing discussions or debriefings on any responses. The Department will properly dispose of all proprietary information received.
