- Statement of Work THIS IS NOT A REQUEST FOR QUOTE - THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE AWARD TO RONALD J. GRANIERI TO UNDERTAKE THE RESEARCH AND WRITING OF VOLUME X IN THE SERIES, SECRETARIES OF DEFENSE HISTORICAL SERIES. The Department of Defense (DoD), Washington Headquarters Services, Acquisition Directorate, (WHS/AD) intends to award a sole source contract under the statutory authority permitting Other than full and Open Competition 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1(a)(2(iii), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, to Ronald J. Granieri, 1102 Allerton Road, West Chester, PA 19382 to undertake the research and writing of Volume X in the series, Secretaries of Defense Historical Series. The book shall cover the first four years of the tenure of Secretary of Defense Caspar Weinberger, from January 1981 to January 1985. The final version of Volume X will be approximately 600-700 pages in length and include photograph signatures, extensive endnotes, bibliography, and a comprehensive, cross-referenced index. The Statement of Work is attached. The Government anticipates a Firm Fixed Price Contract with a Base Year and Four Option Years. This notice of intent is NOT a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. All information submitted should support the offeror's capability to provide the items required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offeror's bona fide capability to provide these services. Verbal responses are not acceptable and will not be considered. The Government reserves the right to cancel the Sole Source Award.
