Description

Sole Source Justification Western Area Power Administration intends to negotiate a sole source contract under the authority of Federal Acquisition Regulation (FAR) commercial services IAW the Subpart 12 and 13, FAR 6.302-1(2)(ii),10 U.S.C 2304(c)(1), 41 USC 253(c)(1) with General Electric Energy Management Systems (GE EMS). Western Area Power Administration plans to purchase a single one year software support package for its existing Supervisory Control and Data Acquisition Energy Management Systems (SCADA/EMS) base software. The North American Industry Classification System (NAICS) for this is 511210 and the business size standard is $25 million. The contract is to supply the following: Third party software support for the GE EMS XA/21 QAS software. This notice is not a request for quote/proposals. However, all interested parties may identify their interest and capabilities by emailing the Contract Specialist, Kevin P. Mullen at mullen@wapa.gov or by faxing 970 461-7377, no later than 17 th of January 2012, 4:30 PM MST. Any information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Information hours are 7:00am to 3:30pm MST, Monday through Friday.
