- The Department of the Navy, Space and Naval Warfare Systems Center, Pacific onbehalf of the Joint Program Executive Office (JPEO), Joint Tactical Radio System (JTRS) Network Enterprise Domain (NED) intends to award a sole source cost-plus-incentive-fee/cost-plus-fixed fee contract modification to increase the contract ceiling by $15,000,000 on N66001-10-D-0069, awarded to Boeing Phantom Works (BPW). Authority for other than full and open competition is 10 U.S.C.2304(c)(1) and FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. This contract provides technical support, software development, sustainment, maintenance, upgrades and enhancements for the JTRS Enterprise Network Manager (JENM). This notice of intent is not a request for competitive proposals. However, all interest and capability statements received within 15 days after date of publication of this market survey will be considered by the Government. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any resulting procurement would be conducted in accordance with FAR Part 15.
