Description
This is a SOURCES SOUGHT NOTICE for market research purposes. THIS IS NOT A REQUEST FOR QUOTATIONS. The proposed acquisition is for the purchase of a repair for an existing Coherent Verdi V18W Laser System. The Sensor Science Division of the National Institute of Standards and Technology (NIST) Physical Measurement Laboratory develops and disseminates the national standards of length, mass, force and shock, acceleration, time and frequency, electricity, temperature, humidity, pressure and vacuum, liquid and gas flow, and electromagnetic, optical, microwave, acoustic, ultrasonic, and ionizing radiation. PML applies its measurement capabilities to problems of national significance through collaborations with industry, universities, professional and standards setting organizations, and other agencies of government. It is essential that the laser system remains functioning to help meet the mission of the Physical Measurement Laboratory at NIST. The Sensor Science Division of the Physical Measurement Laboratory owns the following Coherent Laser System: Verdi V18W Laser, Serial Number 1123134.10038: 18W Continuous Wave, Single Mode 532 NM Laser. The anticipated procurement will require a Contractor to provide a repair of the laser system. At a minimum, the contractors shall conduct an on-site inspection and conduct repairs to the original manufacturer's requirements. The Contractor/service engineer must be authorized to perform services and repairs on the Coherent Laser System. All parts shall be approved for use with the instrument by Coherent. The Contractor shall only employ tools, instruments, test apparatus, methodologies, techniques, and practices approved for use with the instrument by the manufacturer. The service protocols and instrument specifications shall be adhered to at all times. NIST is seeking responses from all responsible sources, including large, foreign, and small businesses. Small businesses are defined under the associated NAICS code for this effort, 811219, with a size standard of $19.0M or less. Please include your company's size classification in any response to this notice. If two or more small businesses are identified, we will consider a set-aside. Companies that are authorized to service Coherent Laser Systems, meeting the above requirements, are requested to email product literature and a letter identifying which Coherent system they are authorized to service to Lynda.Roark@nist.gov no later than the response date for this sources sought notice. The letter shall include any information relevant to your capabilities. Also, the following information is requested as part of the response to this sources sought notice: 1. Name and size of the company that manufactures the tool for which specifications are provided. 2. Name of the company(ies) that are authorized to repair the equipment, their addresses, and a point of contact for the company (name, phone number, fax number, and email address). 3. Indication of the number of days after the receipt of the order that is typical for repair. 4. Indication of whether each service for which specifications are sent to Lynda.Roark@nist.gov are currently on one or more GSA Federal Supply Schedule contracts and, if so, the GSA FSS contract number(s). 5. Any other relevant information that is not listed above which the government should consider in finalizing its market research.
