- Description
- The U.S. Department of Transportation (DOT) Federal Motor Carrier Safety Administration (FMCSA) Office of Acquisition Management intends to extend the current contract DTMC-75-F-00014 for a period of six months. The incumbent contractor is Avalon Global Solutions, Hampton, VA. The period of performance of the extended services is 16 January 2012 thru 15 July 2012. The Federal Motor Carrier Safety Administration was established within the Department of Transportation on January 1, 2000 pursuant to the Motor Carrier Safety Improvement Act of 1999 [Public Law No. 106-159, 113 Stat. 1748 (December 9, 1999)]. Formerly a part of the Federal Highway Administration, the Federal Motor Carrier Safety Administration's primary mission is to prevent commercial motor vehicle-related fatalities and injuries. The FMCSA mission is to reduce fatalities and severe injuries involving commercial vehicles and save lives. The FMCSA's Chief Information Officer (CIO) serves as the principal adviser to the FMCSA Administrator and on matters involving information resources and information systems management, and as such, provides leadership in a visionary and collaborative manner to leverage Information Technology (IT) resources to improve business processes and accomplish strategic FMCSA missions, goals and program objectives. The CIO is responsible for the planning, management, and security of information technology (IT) resources in accordance with Federal law and guidance. The Office of Information Technology (OIT) reports to the CIO and provides vital support to the FMCSA's mission and operations by overseeing and/or facilitating the design, implementation, management, security, and operation of the agency's IT systems. This action is being processed in accordance with FAR 6.302-1, only one responsible source, and solicited in accordance with policies and procedures set forth in the Federal Acquisition Regulation, Part 16.601-602 Time and Material and Labor Hour. The determination by the government to extend the services of the existing contract is to allow for completion of the follow on action by Avalon Global Solutions, Hampton, VA. The justification will be made available in accordance with FAR 5.2(b)(1)(ii). This notice is neither a request for competitive proposals, nor a solicitation of offers. However, all information received will be considered by the Government. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties who believe they can meet the Agency's requirement are requested to submit in writing an affirmative response demonstrating their technical capabilities by noon Jan 03, 2012.
