- The Space and Naval Warfare Systems Command (SPAWAR) on behalf of theProgram Executive Office Command, Control, Communications, Computers and Intelligence (PEO-C4I), Shore and Expeditionary Integration Program Office (PMW 790), intends to issue Request for Proposal (RFP) number N00039- 12-R-0016 for the commercial item acquisition of 120 each new Panasonic Toughbook C1 ruggedized laptops or equivalent per FAR 11.104 and 15.101- 2. The salient physical, functional or performance characteristics of the brand name item that an "equal" item must meet to be acceptable for award are as follows: Processor Speed at least 2.5GHz, Intel Core i5; RAM at least 4 GB SDRAM (DDR3-1333MHz); Storage at least 320 GB; Operating System at least Windows 7; Dimensions no more than 9" x 12" x 2" (LxWxH); Screen Size Between 12" - 12.5" (Diagonal); Weight no more than 4 pounds; Touch Screen capable of supporting bare and gloved gestures; Keyboard at least 83 key keypad, spill resistant; Wi-Fi at least 802.11 a/b/g/n; Smartcard required; Screen Resolution at least 1280x800 with anti-glare; Battery at least Dual Hot Swap, Lithium Ion Battery Packs; Battery Life at least 12 hours (dual pack); Ruggedization at least survive a 30" operating drop. The Government anticipates issuing a full and open competition solicitation per FAR 6.102(b) without further notice in mid January 2012. The solicitation will be available to interested parties, along with any amendments issued, solely on the SPAWAR E-Commerce Central Website (https://e- commerce.spawar.navy.mil/). Contract award is estimated for mid February 2011, with delivery of all units required in mid March 2012. Any projected proposal due dates/times in this synopsis and any subsequent updates are estimates only; the actual proposal due date/time will be established in the final solicitation.
