Description
THIS IS A SOURCES SOUGHT NOTICE AND SHOULD NOT BE CONSTRUED AS A SOLICITATION ANNOUNCEMENT. THE SUBMISSION OF THIS INFORMATION IS FOR PLANNING PURPOSES ONLY. IT IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO PROCURE ANY SERVICES, NOR DOES THE KANSAS CITY DISTRICT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS REQUEST FOR INFORMATION OR OTHERWISE PAY FOR THE INFORMATION SOLICITED. The U.S. Army Corps of Engineers, Kansas City District has been tasked to solicit for and award a contract to construct a troop Dining Facility as part of a Basic Combat Training (BCT) Complex at Fort Leonard Wood, Missouri. The Government proposes to issue a firm fixed price type contract for this project. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. The purpose of this Sources Sought Notice is to determine if there are adequate small businesses (8A, Service Disabled Veteran Owned Business, HUBZone, women-owned) contractors available to provide adequate competition to compete and perform a firm fixed price construction type contract. The scope of this design-bid-build contract would be to construct a 32,136 square foot dining facility at Ft. Leonard Wood, Missouri. The scope of services under this proposed contract includes preconstruction services, constructing and commissioning the facility, constructing required site improvements, and purchasing, installing, and commissioning all required food preparation and service equipment. The scope also requires LEED Silver certification of the facility through the US Green Building Council. A contract option for furniture purchase and installation will also be included in the scope. The facility will be constructed on a site where multiple construction projects are ongoing. Prior experience with construction of projects with similar scope and cost range is required. The magnitude of this project is between $10,000,000 and $25,000,000. North American Industrial Classification System (NAICS) Code applicable to this acquisition is 236220. Small Business Size Standard for this acquisition is $33.5 Million. Prior Government contract work is not required for submitting a response under this sources sought synopsis. All technical evaluation factors and subfactors have not been assigned at this time. Past Performance will be evaluated. Offerors response to this synopsis shall be limited to 5 pages and shall include the following information: 1. Offeror's name, address, point of contact, phone number, and e-mail address. 2. Offeror's interest in bidding on the solicitation when it is issued. 3. Offeror's capability to perform a contract of this magnitude and complexity. This includes offerors in-house capability to execute design-bid-build construction (dining facilities, restaurants, school lunch kitchens, or similar type of facility), comparable work performed within the past 5 years, brief description of the project, customer name, timeliness of performance, customer satisfaction, percentage of completion, and dollar value of the project. Provide at least three examples, including experience in obtaining LEED certification for example projects. 4. Offeror's type of business and business size. 5. Offeror's Joint Venture information, existing and potential, if applicable. 6. Offeror's Bonding Capability (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars.) Interested offerors shall respond to the Sources Sought Synopsis no later than January 13, 2012 at 2:00 PM (CST). All interested contractors must be registered in CCR to be eligible for award of Government contracts.
