- The U.S. Army Corps of Engineers (USACE), Rock Island District, has two current contracts for the fabrication of two Hydraulic Steel Structures (HSS), Contract No. W912EK-11-C-0087 (Illinois Waterway Lock Valve Bulkheads) and Contract No. W912EK-11-C-0089 (Mississippi Locks No. 17 and 18 Miter Gate Replacement). This contract will be for performing the quality assurance (QA) inspections during the fabrication and supply of the HSS contracts listed above. The HSS contracts are with Oregon Iron Works, Inc. of Clackamas, Oregon. The purpose of this QA contract is to provide QA services to ensure that each HSS is fabricated according to the contract specifications. QA services shall include document and drawing reviews, physical inspections, and testing meet the requirements of the contract specifications including document preparation and correspondence as required. This solicitation was a request for proposal and was issued as 100% Small Business Set-Aside. The NAICS code 541330 applied with the size standard of $4.5 Million. The contract was awarded as lowest priced, technically acceptable. Evaluation factors for award were as follows: Price, Technical, and Past Performance. The Base and Option 1 were awarded.
