Description
The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to procure on a sole source basis a Last-Time Buy (LTB) service with Lockheed Martin Corporation as part of the CASS PBL Contract to repair sufficient Digital Test Unit (DTU) assets to ensure there is enough stock on hand to meet a 2019 CASS Block 1 Station sundown date. It has been estimated that LTB service of repair for 229 additional Teradyne DTU subsystem assets are required to fully support CASS Block 1 Station until 2019. The LTB repair will be added to CASS PBL Contract N68335-09-D-0006 and will enable support of the CASS Block 1 Stations that are installed onboard CVNs, LHAs, Fleet Readiness sites, Navy Depots and Laboratories both Government and Contractor. The CASS PBL program will have sufficient availability of serviceable CASS Block 1 Station DTU parts to meet obligations through FY2016. In order to meet future Navy requirements for serviceable CASS Block Station 1 DTU parts until at least 2019, an is needed to repair sufficient assets to have enough stock on hand to meet a 2019 sundown date. Teradyne, a subcontractor for the CASS PBL contract, has informed Lockheed Martin that they are closing the repair line for this DTU unit and a LTB would be required. There is no cost effective, suitable replacement for the CASS Block 1 Station DTU Subsystem. The additional three-year fielding extension of the CASS Block 1 Station was not anticipated, therefore requiring the LTB repair service under the CASS PBL Contract. Only Lockheed Martin, the CASS PBL Prime, and their subcontractor, Teradyne, have the capability and sufficient data rights to perform the repair as well as testing required prior to the DTUs being placed in DTU stock and made available to the fleet. The Government intends to procure the above items under the authority of 10 USC 3204 (b) (1), FAR 6.302-1. All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government, not to open the requirement to competition based upon the response to this notice, is solely within the discretion of the Government. Responses must be received within fifteen (15) days of publication of this notice. No solicitation will be made available for this procurement. The Point of Contact is Ms. Lisette Behmke, lisette.behmke@navy.mil, Code 2.5.2.1.3LB, (732) 323-2547.
