- THIS IS NOT A REQUEST FOR COMPETITIVE QUOTES. This is a notice of intent to award a sole source contract in accordance to FAR 6.302-3, Industrial Mobilization, Engineering, Development or Research Capability. The Boston VA Medical Center requires a CIVR retinal prosthesis. Under statue 10 U.S.C. 2304(c)(1) Providence VA Medical Center intends to make a sole source award of this requirement to Florida International University. The proposed contract action is for a CIVR retinal prosthesis. The Government intends to award to only one source (Florida International University) under the authority of FAR 6.302-3. This is a proprietary piece exclusively through the manufacturer. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation document is available.
