- Agent Agreement. PRINTING OF U.S. CHART No. 1 "U.S. Chart No.1, Nautical Chart Symbols, Abbreviations and Terms" provides descriptions and depictions of the basic elements and symbols used on nautical charts published by the National Oceanic and Atmospheric Administration (NOAA) and the National Geospatial-Intelligence Agency (NGA). NOAA and NGA jointly produce the document. U.S. Chart No. 1 also shows the "INT1" symbols described in the "Regulations of the IHO for International (INT) Charts and Chart Specifications of the IHO" published by the International Hydrographic Organization. It is an essential aid for new chart users and a useful reference for all mariners. The latest version, Edition 11, is now available for free download from the Internet. Preparations for Edition 12 are already underway and release to the public is anticipated by the end of 2012. Edition 12 will feature the addition of the symbols specified by the IHO for the portrayal of Electronic Navigational Chart (ENC) data on Electronic Chart Display and Information Systems (ECDIS). The NOAA Office of Coast Survey wants to facilitate the printing and public sale of paper copies of U.S. Chart No. 1, Edition 11 now and potentially for new editions in the future. For that purpose the Office intends to partner with private-sector by establishing U.S. Chart 1 Publishing Agents. A Publishing Agent will print U.S. Chart No.1 and sell it through its own network of retailers and distributors, and be compensated by its sales. No funds will be provided by the government. NOAA intends to accept a limited number of U.S. Chart No.1 Publishing Agents. These agents must be sufficiently competent technically to manage, assemble, and print the U.S. Chart No.1 digital files. These partners would also have to establish a successful sales effort in order to be compensated. U.S. Chart No.1 Publishing Agents will be provided with high resolution digital files (which are not available on the free U.S. Chart No.1 Internet download page) to use in establishing the Agents' printing, selling, and distribution capability. Publishing agents will also be certified, their products recognized by NOAA as official copies, and the use of a certificate of authenticity will be permitted. NOAA is soliciting questions and comments on its intention, on the Agent Agreement, and is also soliciting non-binding statements of interest from potential U.S. Chart No.1 Publishing Agents.
