Description
This is a SOURCES SOUGHT. This is a Sources Sought announcement to be used for preliminary planning purposes to gain knowledge of interest, capabilities, and to provide feedback on the Government's intent from various members of the community of general contractors. No proposals are being requested or accepted from this SOURCES SOUGHT AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. The U.S. Army Corps of Engineers, Pittsburgh District, intends to issue a solicitation set- aside for small businesses for the design and construction of a new pre-engineered or modular permanent building at East Branch Dam in Elk County, Pennsylvania. The general scope of work includes, but is not limited to: Construction of a new one-story, approximately 2,100 square foot office building. The building will consist of five offices, a conference room, two restrooms, a kitchen, mechanical room and a reception area with storage closet. The enclosed drawing outlines the proposed dimensions and building layout. The building exterior will consist of a 3-4 foot architectural stone "skirt" wall with vinyl siding above it. Interior building work consists of a combination of commercial vinyl and carped flooring, gypsum board walls, tiled dropped ceilings, and mechanical, electrical, and communications installation. Interior furnishings include wall mounted shelving and cabinets. Associated site work includes foundation construction, underground water, sanitary and gas utility installation, electrical and communications connections, and site signs. See attached list of Architectural Considerations for a more detailed list of building design intent. The Government desires to obtain a minimum 50-year life expectancy from this building with industry-accepted maintenance and repair cycles. East Branch Dam is located on the East Branch Clarion River, 7.3 miles upstream of its confluence with the West Branch Clarion River at Johnsonburg, Pennsylvania, to form the Clarion River. The Government proposes to issue a fixed price type contract and award will be made as a whole to one bidder for this project. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow up information requests. Estimated construction range: Between $250,000 and $500,000 Estimated duration of construction project is 180 calendar days. North American Industrial Classification System (NAICS) Code applicable to this acquisition is 236220. Small Business Size Standard for this acquisition is $33.5 Million. Prior Government contract work is not required for submitting a response under this sources sought. Offerors response to this announcement shall be limited to 10 pages and shall include the following information: * Offeror's name, address, point of contact, phone number, and e-mail address, to include type of business and business size (i.e. large business, small business, HUB Zone, Service Disabled Veteran Owned Business, 8(a)). * Offeror's interest in bidding on the solicitation when it is issued (The tentative issue date is Spring 2012). * Offeror's capability to perform a contract of this magnitude and complexity; including offeror's in-house capability to execute construction, Please provide three examples of comparable work performed within the past 5 years, to include a brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the projects. * Offeror's ability to provide (either independently or through subcontracting) the building features listed in the Architectural Considerations. If a particular feature cannot be provided by the offeror or subcontractor, offerors are welcome to suggest alternative options. * Offeror's ability to construct (either independently or through subcontracting) a foundation consisting of a slab-on-grade with footers. Offerors are welcome to suggest alternative foundation options, but should provide detail on the design and construction of any alternatives. * Offeror's standard processes in relation to design, plans and specifications development, contract development, building ordering/procurement, etc. * Offeror's standard and available warranties on the building, structure, roof, or any other features of work. * Available options for energy efficient features; such as windows, insulation, and mechanical/electrical designs or equipment. * Offeror's Bonding Capability (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars). * Offerors are welcome to submit applicable pamphlets, photos, drawings, example specifications, diagrams, etc (at no cost to the Government) regarding proposed building type(s), features, construction methods, etc. Interested offerors shall respond to the Sources Sought Synopsis no later than 1:00 PM (EST) 16 Jan 2012. All interested contractors must be registered in CCR (Include your DUNS# and/or Cage code #) to be eligible for award of Government contracts.
