Description
The U.S. Army Natick Soldier Research, Development and Engineering Center (NSRDEC) in cooperation with Program Executive Office Soldier / PM-Soldier Protection Equipment and Marine Corps Systems Command / PM-Infantry Combat Equipment is requesting concept papers from industry and academia for Personal Armor Light Weight Enhanced Small Arms Protective Insert. This IS NOT a Request for Proposal. The Government intends on awarding a minimum of one contract under Topic Area C "Warfighter Systems Technologies", Sub-Topic 1. "Ballistic Protection for Individuals" of the U.S. Army NSRDEC Broad Agency Announcement (BAA) 11-13. OBJECTIVE: The desired outcome of this effort is to develop a light weight ESAPI armor system that is 10% lighter than the currently fielded ESAPI. The end state prototypes shall conform to the performance requirements of the Purchase Description CO/PD 04-19 in its entirety while realizing a 10% weight reduction. Technology developed under this effort is subject to export controls under current United States Munitions List (USML). DESCRIPTION: Current state of the art of material composite armor systems designed to defeat small arms threats consist of three major inputs, 1) ceramic strike-face, 2) a composite backing, and 3) integration and assembly of the ceramic strike-face and composite backing. The three major inputs of a composite armor system are themselves dependent variables of a multitude of independent variables. Concepts must identify the independent variables to be investigated, how they will be measure and the analysis of the main and interaction effects of these variables. All concepts must be focused towards the objective of developing a final system configuration that results in a minimum of the objective weight reduction. The proposed technical approach must clearly identify how and why the effort will be successful. Substantiating data and analysis of the proposed approach must be included. Concepts without supporting technical information will be weighed negatively. Concept technology must be scalable to full rate production. Concepts should be programmed with incremental build/test/analyze iterations with specific technical milestones. Technical approaches should include a well planned Design of Experiments to analyze the main effects and interaction effects of the independent variables to be investigated. All ballistic testing shall be planned to be conducted at an independent commercial ballistic test laboratory and included in the cost of the effort. The main effort should last approximately no more than one (1) calendar year from contract award with the intent of delivering a 10% lighter solution. Subsequent phases as option years to the contract may be included to conduct further investigation of key technical discoveries from the main effort. The intent of subsequent option year phases are to conduct further exploration and capitalize on the successful material solutions and /or processes found during the main effort. Subsequent phases may be executed should the main effort be determined successful. Subsequent phases shall be programmed to last no more than a single calendar year each. A maximum of two option phases is allowed. Technical reporting shall be conducted at a minimum, on a bi-monthly basis and/or associated with significant technical milestones outlined in the concepts programmatic approach. Technical reporting will require complete documentation of the research and development efforts along with a detailed description of the proposed material system, processing methods, ballistic performance and statistical analysis of the results. At the completion of the main effort, a final report will be required along with finished prototypes of the successful design(s) for independent government test and evaluation. Required exit criteria - TRL 6 - System/subsystem model or prototype demonstration in a relevant environment. All efforts are subject to availability of funds. SECURITY and DATA HANDLING REQUIREMENTS: All interested parties will be required to have the appropriate personnel and site security clearances, the ability to obtain the appropriate clearances or a data management plan to avoid classification by compilation. Classification will be determined by the Security Classification Guide for Armor Materials and Technology dated 10 April 2002. During all phases of the effort, release of any information associated with this contract to any individual, firm, or business is prohibited without the express written approval of the contracting officer. Further, product information shall not be shown, displayed or discussed at any trade show, symposium, or any other medium without the express written approval of the Procuring Contracting Officer (PCO). Reproduction of any documents provided by or to the Government under this contract is strictly prohibited without the express written approval of the PCO. Any indication that such information has been made available to unauthorized individuals may result in termination of the contract. Request for approval to release information submitted to the PCO for approval shall identify the specific information to be released, the medium to be used, and the purpose of the release. Security of data generated under this contract shall comply with the DD 254, Contract Security Classification Specification.
