Description
This Sources Sought Notice is for planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the National Highway Traffic Safety Administration (NHTSA). The purpose of this Notice is to identify potential sources that may be interested in and capable of performing the work described herein. The NHTSA welcomes Corporate Capability Statements from all individuals and organizations. The NHTSA does not intend to award a contract on the basis of responses nor otherwise pay for the preparation of any information submitted or NHTSA's use of such information. Acknowledgement of receipt of responses will not be made, nor will respondents be notified of NHTSA's evaluation of the information received. As a result of this Notice, the NHTSA may issue a Request for Proposals (RFP). However, should such a requirement fail to materialize, no basis for claims against the NHTSA shall arise as a result of a response to this Notice. Scope: NHTSA is soliciting fixed unit price proposals for the hosting of the National Driver Register (NDR) Problem Driver Pointer System (PDPS) application including network and managed services support beginning in Fiscal Year 2012 for one base year and nine option years. Proposals for a hybrid Cloud (dedicated/virtual) hosting environment will be considered. This Request for Proposal (RFP) is broken down into three parts: •1) Infrastructure/software installation and configuration requirements for the new PDPS environment, •2) The migration requirements necessary to move the PDPS application from the incumbent vendor to the new vendor's hosting site. •3) Necessary hosting and administration requirements. All parts address the associated roles and responsibilities needed for the vendor to accomplish all of these requirements. Currently, the Problem Driver Pointer System (PDPS) resides on dedicated servers at the incumbent vendor's data center, which provides hosting, infrastructure management, and managed services such as database administration and system administration. The proposed fixed unit price shall cover all of the NDR's technical and general support requirements for migration, operation and support of hosting services, database services, network management, and infrastructure management including application servers, database servers, network connectivity, security, SAN storage, SFTP/FTP, and disaster recovery. GENERAL REQUIREMENTS NDR is a mission critical system in NHTSA that directly benefits the States and the driving public in reducing the toll from traffic crashes. NDR works in tandem with many NHTSA countermeasures program such as "Over the Limit, Under Arrest" mobilization by coordinating with the Regions and the States on efforts to reduce impaired driving. FAA, Coast Guard, FRA, and employers of aircraft pilots are required by statute to obtain information from the Problem Driver Pointer System (PDPS) before issuing airman medical certificates, merchant mariner certificates, and before allowing locomotive operators and pilots to operate vehicles. The modernized Solaris and Oracle based PDPS went into production on March 28, 2011. It is a large, high volume system with the following statistics: •• Will process approximately 90-100 million real-time inquiries from the 50 States and D.C. during the next calendar year of operation. •• Database search takes 42 milliseconds per inquiry for 99.9% of real-time inquiries. •• Availability rate of 99.7% •• The PDPS Database holds 50 million pointer records. •• Processes approximately 320,000 real-time inquiries per week-day. The system requires strict adherence to OMB directives concerning IT systems containing PII and SPII, high availability, redundant components, cloud services, secure facilities, disaster recovery facilities, and highly qualified technical support personnel. Support for the following will be required: Oracle WebLogic, Oracle RAC, and Oracle DataGuard, JBoss, and Linux. Format of Corporate Capabilities Statement: Any interested organizations should submit the Corporate Capability Statement which demonstrates the firm's ability and interest in no more than 10 pages to perform the key requirements described above. All proprietary information should be marked as such. All respondents are asked to indicate the type and size of their business organization, e.g., Large business, Small Business, Small Disadvantaged Business, Women-Owned-Business, 8(A), Historically Black College or University/Minority Institution (HBCU/MI), educational institution, profit/non-profit organization, in their response. Interested offerors shall respond to this Sources Sought Notice no later than 15 calendar days from date of posting. E-mail is the preferred method when receiving responses to this Notice.
