Description
The Army Contracting Command - Rock Island (ACC-RI), in coordination with Computer Hardware, Enterprise Software and Solutions (CHESS), is issuing this Request for Information (RFI) to obtain information from industry on alternative approaches to promote and ensure competition at the delivery order level under the proposed ITES-3H contract. The Government is required to promote competition in accordance with FAR Part 13. In accordance with new policies, if a solicitation is advertised for fewer than 30 days and only one offer is received, then the contracting officer shall cancel and resolicit for an additional period of at least 30 days. The Government is seeking alternative approaches to promote and ensure competition at the delivery order level (see paragraph 5.3(g) and language from Performance Requirements Summary of the DRAFT ITES-3H PWS provided below). Proposed approaches in response to this announcement may include but are not limited to: requirements, mechanisms, or actions on the part of industry and/or the Government at the contract level to facilitate competition at the delivery order level. As the Government intends to include a metric and/or requirements in the ITES-3H action for bid responses, the Government is interested in obtaining proposed reasons from industry to permit exceptions to not providing a quote. Therefore, as noted above, the Government is seeking information concerning the following items: 1.What mechanisms, approaches, requirements, etc. should the Government consider to promote further competition at the delivery order level under the proposed ITES-3H to ensure sufficient offers are received on each RFQ? (Please provide sufficient detail to allow the Government to understand and evaluate the feasibility of your concept) 2.In the event that a bid response metric/requirement is included in the planned ITES-3H contracts, what conditions and/or exceptions should be included? 3.What are legitimate rationales to providing a no bid? 4.What is a beneficial, accurate, and cost effective method to collect and track offer metrics? 5.How can RFQ's/responses be tracked and tabulated when not placed on the IT e-mart? (For example: thru e-mail, FedBid, or solicitation posted to FedBizOpps) 5.3 (g) Responses to Request for Quote (RFQ) and Proposals Report: This report is a means to capture the number of proposal submissions your company submitted in response to a Request for Quote or Proposal. In addition, the number of RFQs or proposals that your company did not provide a bid response to this quarter will be captured. The report is due quarterly. Submit the 15th of January, April, July and October for the previous quarter. Submit to CHESS at PEOEIS.PDCHESS.VndrRpts@us.army.mil. See Attachment A. Language from Performance Requirements Summary: Acceptable Quality Level - Respond to 35% or greater of all delivery orders solicited competitively. Responses must be within contract scope and within the stated requirements set forth in the orders. "No bid" responses must have rationale for not bidding. INFORMATION: This announcement is for information and planning purposes only and should not be construed as a commitment by the Government for any purpose. This notice does not obligate the Government to release a Request for Proposal (RFP) or any subsequent action as it relates to the planned ITES-3H. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requests. No basis for claim against the Government shall arise as a result from a response to this announcement or Government use of any information provided. This announcement does not restrict the Government to an ultimate acquisition strategy. The Government reserves the right to consider acquisition strategies as deemed appropriate. RESPONSE DATE: The Government requests that responses be limited to two pages. Responses should be provided in a MS Office Word 2007 compatible document and include the company name and address, POC name, telephone number, and email address.
