- Description
- The Government intends to enter into a firm-fixed-price contract with the University of California Medical Center, 2230 Stockton Blvd, Sacramento, California 95817-1419. Mission and Installation Contracting Command, Installation Contracting Office, Fort Campbell, Kentucky, has requirement for one (1) forensic psychiatrist/expert consultant to be utilized by the Office of the Staff Judge Advocate, Fort Campbell, Kentucky. See (1) attachment - Sole Source J&A). The procurement will be conducted on a sole source basis in accordance with the statutory authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 13.106-1(b), only one responsible source and no other supplies or services will satisfy agency requirements. The basis for restricting competition is due to the expertise the vendor will provide in forensic psychiatry for specific this pre-trial and court-martial. NAICS code for this procurement is 621112 and the small business size standard is $10M. This sole source requirement will be procured under Simplified Acquisition Procedures using Other Than Full and Open Competition, and awarded on an unrestricted basis. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE OFFERS and solicitation will not be issued; however, any firm that believes it can meet the requirements may give written notification to the Contracting Officer within 5 days from the date of the publication of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Government will proceed with the sole source negotiation with the University of California Medical Center, Sacramento, California 95817-1419. Responses are due by 4:00 pm, CST on 22 December 2011.
