- Presolicitation Notice - This notice is for SOURCES SOUGHT AND PLANNING PURPOSES ONLY. National Guard Bureau, PARC-S is in the planning stages of a potential solicitation and contract for Facilities Operation and Maintenance Support Services for Air National Guard Readiness Center (ANGRC), Bldg 3501, Joint Base Andrews, Maryland. The purpose of this notice is to gain knowledge of interested businesses. This potential contract is to provide all management, personal, equipment, transportation, tools, materials, engineering, supervision and support necessary for the operations and maintenance of the ANGRC Sheppard Hall, Building 3501, to include limited maintenance services for Bldg 3500 on the ANGRC Campus, Joint Base Andrews, Maryland. Specifically the contractor will be responsible for Facility (Building and non-building) Operations, Maintenance and Sustainment Services; Facility Occupant Services; Engineer Services; and Facility repair/alteration/construction projects. The functions provided by the contractor under this contract will include but not limited to minor incidental HVAC, electrical, plumbing, structural/carpentry, masonry, mechanical, painting and other similar maintenance related work to prevent deterioration of the facility and preserve or maintain the facility in such condition as it may be effectively used for its intended purposes. The North American Industry Classification System (NAICS) code for this work is 561210. The SIC is 8744 small business size standard is $20.0 million average annual revenue for the previous three years. In the event adequate small business contractors are not available for adequate competition for this project, it will be advertised as unrestricted. Contractors should have specialized experience providing similar base operating services. Responses to this notice shall include the following to be considered: (1) positive statement of intent to bid as a prime contractor and (2) a completed and signed Sources Sought Information Request Form (see form attached) and (3) a listing of contracts completed or on-going during the past three years, both for government and private industry. The type of project, dollar value, contract number, location, and POC are to be included, (4) a brief outline of resources, subcontractors, and key personnel that would be used to accomplish the contract. Attach any additional information you wish to have considered. Number (4) and any additional information shall not to exceed three typewritten pages. All interested concerns will provide the required responses to this office in writing, no later than 4:00 PM Eastern Standard Time on December 28, 2011. Information shall be provided in writing to NGB-PARC-S, 43200 Maple Street, Building 105, Room 36, Selfridge ANG Base, MI 48045-5213. No email or facsimile responses will be honored.
