- Existing Licenses to renew This is a Sources Sought. The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA) intends to negotiate on a sole source basis with SYBASE, Inc. for software license renewal of existing Sybase software licenses for the Telecommunications Gateway Research Project as described in the attached table. Vendors who believe they can satisfy the Government's requirement are invited to submit an affirmative response to NOAA's software license renewal requirement. To be considered an affirmative response, vendors must submit written data and documentation which demonstrates an ability to provide existing software license renewal. All responsible sources must submit a written narrative statement of capability sufficient to permit agency analysis in order to determine a bona fide capability to meet the requirements contained in this Sources Sought. A determination by the Government not to open the requirement for competition based upon responses to this notice is solely within its discretion. Affirmative responses must be received no later than 10:00 a.m. eastern time on December 30, 2011. Responses shall be emailed to both Ronald.Banzon@noaa.gov and to Linda.D.Brainard@noaa.gov. Any questions or responses regarding this notice must be submitted in writing via email to Ronald.Banzon@noaa.gov no later than 2 pm ET December 22, 2011
