Description
The VA Medical Center, Salem, Virginia is seeking the services of an Architect-Engineer firm to develop all solicitation documents for a future construction contract for Project 658-CSI-002, Renovate Building 2/A for PET/CT Scanner. This procurement is 100% set-aside for service-disabled, veteran-owned small business (SDVOSB). Firms must have a four-hour (240 minute) response time to the VA Medical Center, Salem, Virginia. Response time is defined as a physical presence at the medical center via automobile (not corporate aircraft or Amtrak). Determination of response time is the time it takes to drive from the contractor's office to the medical center according to MapQuest. The contractor shall provide professional architect/engineer services to include phasing recommendations, investigative surveys and reports, planning, consultation and visits, design work, preparation of contract drawings and specifications, preparation of cost estimates and provision of construction period services as necessary for for this project. The intent of this project is to work under review authority of the VAMC Staff to design and prepare a set of complete construction documents for all architectural, civil, mechanical, plumbing, electrical, and other applicable components of this Project for a full and operational PET/CT/Bi-Plane clinical area. The Project shall consider any unique requirements for the design for up to three major product manufacturers as the final source of the equipment is not yet determined, as well as coordination with existing Phillips Panorama open MRI below to eliminate interference effects between the two imaging systems. Design shall be in accordance with all applicable requirements of the VA construction standards, space criteria, NFPA, NEC, OSHA and local, state and federal regulations. Reviews at 30%, 60%, and 100% are required and shall include a submission of layout alternatives. All documents are to be provided electronically in the current version of AutoCad and MS Word. NAICS code 541310, Architectural Services, is applicable to this procurement. Firms submitting SF 330s shall provide two copies to the attention of Teresa K. Holley, Contracting Officer no later than by 2:00 PM (local time) Friday, January 20, 2012. Faxed copies or e-mailed copies of the SF 330 are not acceptable. The SF 330 form may be downloaded at www.gsa.gov/forms. The A/E firm must address the following areas in their submission: (1) Team proposed for this project (2) Proposed Management Plan (3) Previous experience of proposed team; (4) location and facilities of working offices (5) proposed design approach for this project; (6) Project control (techniques to control schedule and costs and personnel responsible for this); (7) Estimating effectiveness (ten most recently bid construction projects) (8) Sustainable design (9) Experience in healthcare design and (10) Insurance and litigation.
