Description
The Space and Naval Warfare SystemsCommand (SPAWAR) in support of the Naval Enterprise Networks (NEN) Program Management Office (PMW-205) / Next Generation Enterprise (NGEN) Program is seeking industry comments on DRAFT Sections L (Instructions, Conditions and Notices to Offerors) & M (Evaluation Ratings) of the prospective DRAFT NGEN RFP being developed to support the acquisition of Transport Services (TXS) and Enterprise Services (ES). This sources sought announcement is issued solely for information and planning purposes. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request does not commit the Government to contract for any supplies or services whatsoever. Further, the Navy is not at this time seeking proposals and will not accept unsolicited proposals. Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this announcement; all costs associated with responding will be solely at the interested partys expense. Not responding to this announcement does not preclude participation in any future solicitation, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FBO) website and the SPAWAR E-Commerce Central website at https://e- commerce.spawar.navy.mil. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. General background information on the Next Generation Enterprise Network can be located at the publicly accessible website: http://www.public.navy.mil/spawar/PEOEI S/NGEN/NGEN/Pages/NGENReferenceLibra ry.aspx The Government is releasing (attached) DRAFT Sections L & M in support of the NGEN Programs Transport and Enterprise Services requirement. The intent of Section L & M release is to provide industry ongoing insight into the development of the NGEN requirements while also affording our Industry Partners an opportunity to provide feedback prior to the release of any subsequent final RFP/Solicitation. NGEN is also releasing the Questions and Answers (Q&As) to the Industry one- pagers submitted directly to the Program Manager on October 20, 2011. Q&As in response to Industrys more detailed comments submitted on October 30th will be provided under a later release but prior to the issuance of a final RFP. Additionally, NGEN is releasing four draft Contract Data Requirements Lists (CDRLs) and one draft attachment [DD Form 2794- Cost and Software Data Reporting Plan (CSDR)] for Industrys review. The documents are consistent with Office of the Secretary of Defense (OSD) policy, and provide guidance on Contract Work Breakdown Structures (CWBS) and various other cost/data reporting requirements. Interested parties are requested to respond to this announcement by providing questions or comments regarding Sections L & M and/or the CSDR Plan requirements. All submissions should be returned to the PCO via the spreadsheet (approved format) provided with the release. Responses are due no later than 5:00 p.m. on January 3, 2012. Responses shall be submitted via e-mail only to NGEN Procuring Contracting Officer, CDR John Windom, at NGENPWS_NGENPWS@bah.com. Responses to this announcement shall include the following: a. Name, mailing address, phone number, and e-mail of designated point of contact; Proprietary information WILL NOT BE ACCEPTED. The Government intends to use various military and civilian Navy and Marine Corps personnel to review and evaluate any responses to this announcement. Any contractor support personnel used to assist the Government will have the appropriate signed organizational conflict of interest and nondisclosure agreements in place. Questions regarding this announcement shall be submitted by e-mail to the Contracting Officer, at NGENPWS_NGENPWS@bah.com. Verbal questions will NOT be accepted. Any Government answers, responses and/or comments will be posted to the NGEN Reference Library. Accordingly, questions shall NOT contain proprietary or classified information.
