- Solicitation SB1341-12-RQ-0057 Solicitation SB1341-12-RQ-0057 Applicable Provisions and Clauses THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. FAR PART 13, SIMPLIFIED ACQUISITION PROCEDURES, ARE UTILIZED IN THIS PROCUREMENT. THIS ANNOUCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a request for quotation. The solicitation document incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-54. The associated North American Industrial Classification System (NAICS) code for this procurement is 334513- Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables. This requirement will be competed as a Total Small Business set aside under the corresponding size standard of 500 employees. The Government anticipates the award of a firm-fixed-price purchase order to the offeror that offers the best value to the Government using the Lowest-Priced, Technically Acceptable method. All Offerors must be authorized resellers of Taber Industries. The National Institute of Standards and Technology (NIST) Engineering Laboratory (EL) has a project for the Consumer Product Safety Commission (CPSC) to "Characterize Airborne Nanoparticles Released from Consumer Products." This work will ultimately lead to an American Society for Testing Materials (ASTM) Standard Test method. The initial basis of this work will start with ASTM Test Method D4060-10- "Standard Test Method for Abrasion Resistance of Organic Coatings by the Taber Abraser." This is a standard test method throughout industry and government, and NIST is required to use this method in order to stay within the standards of the industry. The NIST research will build upon this method for the CPSC. This project requires the purchase of a Taber Industries Rotary Abraser and certain accessories, as detailed in the attached solicitation document. All quotations shall be submitted electronically so that they are received at keith.bubar@nist.gov no later than December 21, 2011 at 12:00 pm EST.
