- Performance Work Statement. Appendix D for all locations to be provided with solicitation issuance. Sources sought for the Operation and Maintenance of bulk fuel facilities at several Air Force (AF) locations. This sources sought is issued solely for informational, planning purposes, and market research in accordance with FAR Part 10. This sources sought notice is seeking interest from small businesses capable and interested in performing the Operation and/or Maintenance of the bulk fuel facilities at the following locations: Group 1: McGuire AFB, NJ; Dover AFB, DE; Langley AFB, VA; Seymour-Johnson AFB, NC; JB Ft. Bragg-Pope, NC; Shaw AFB, SC. Group 2: Robins AFB, GA (Operations only); Moody AFB, GA; Hurlburt Field, FL; Eglin AFB, FL (Operations only); Barksdale AFB, LA; and Little Rock AFB, AR. Group 3: Fairchild AFB, WA; Nellis AFB, NV; Ellsworth AFB, SD; Mt. Home AFB, ID; Minot AFB, ND; Grand Forks AFB, ND; and Hill AFB, UT (Operations only). Group 4: Altus AFB, OK; Dyess AFB, TX; Offutt AFB, NE (Operations only); Scott AFB, IL; Whiteman AFB, MO; and McConnell AFB, KS. Group 5: Beale AFB, CA; Travis AFB, CA; Cannon AFB, NM; Holloman AFB, NM; Davis-Monthan AFB, AZ; and Luke AFB, AZ. All responses will be used to determine the appropriate acquisition strategy for the future acquisition. No award will be made from this sources sought notice. The five solicitations will be issued and posted to FBO in early 2012; therefore, do not request copies at this time. The Defense Logistics Agency (DLA) Energy is not seeking proposals and will not accept unsolicited proposals. Please keep in mind that this gives general description of the scope of work that could be required and does not define the final requirement. For your information, a draft Performance Work Statement (PWS) is attached. These requirements are being considered to be Set-Aside 100% for eligible Small Business Concerns. The North American Industry Classification System (NAICS) code is 493190 and the small business size standard is $25.5 million. A Firm Fixed Price (FFP), performance based contract will be used for this requirement. The locations will be issued via five individual solicitations, broken out as indicated above. Thirty-one individual contract awards (one per location) are anticipated to be made as a result of these requirements. Period of performance for all locations will be five-year multiple year contracts, beginning August 1, 2013, September 1, 2013, October 1, 2013 or November 1, 2013. All interested and qualified sources should notify this office by electronic mail. Responses to this announcement shall determine if sufficient competition exists to set aside procurement for Service Disabled Veteran Operated Small Businesses, Hub Zone Businesses, or Small Businesses. Only one response per company is required. Please provide the following information: Company's name, address, point of contact, telephone and fax numbers, cage code, email address, web site (if applicable), fuel related experience and a brief overview of your company (no more than one page for company information). Any information provided is voluntary. Telephone calls will not be accepted. Responses shall be submitted electronically to Ms. Monica T. Fass at Monica.fass@dla.mil not later than December 23, 2011 at 3:00pm local Virginia time. Be advised the government will not pay for any information or administrative costs incurred in response to this sources sought. All costs associated with this sources sought will be solely at the expense of the respondents. Additionally, all submissions become government property and will not be returned. No basis for a claim against the government shall arise as a result from a response to this sources sought.
