- Description
- Design and Construction of an Army Reserve Center (ARC) in Panama City, Florida. Primary facilities include land acquisition and design and construction of an ARC training building (17,769 SF), Organizational Maintenance Shop (OMS) 4,627 SF, unheated storage (458 SF), and an organizational parking. Buildings will be of permanent construction with reinforced concrete foundations, concrete floor slabs, structural steel frames, and masonry veneer walls, standing seam metal roof, Heating, Ventilation, and Air Conditioning (HVAC), plumbing, mechanical systems, security systems, and electrical systems. Supporting facilities include land clearing, paving, fencing, general site improvements, and extension of utilities to serve project. Accessibility for the disabled will be provided. Physical security measures will be incorporated into design including maximum standoff distance from roads, parking areas, and vehicle unloading areas. Berms, heavy landscaping, and bollards will be used to prevent access when standoff distances cannot be maintained. Sustainable Design and Development (SDD) and Energy Policy Act of 2005 (EPAct05) features will be provided. The estimated cost range for the project is $5-10 M. The Construction Cost Limitation (CCL) for the project is approximately $5,540,000. Offerors are under no obligation to approach this ceiling. NAICS code is 236220. Business Size Standard is $33.5M. The construction contract duration is 490 calendar days. The solicitation will contain options for the following: Non-Bona Fide Need OMAR Funded Items, Bona Fide Need OMAR Funded Items, Asphalt Pavement MEP, OMS Crane, Wash Platforms, Loading Ramp, Photovoltaic Panel System to provide 50 KW/100 KW/150 KW of renewable energy (only one of these options will be exercised.) This is a Single Phase, Design-Build, Best Value procurement process. This process requires potential offerors to submit their performance and capability information for review and consideration by the Government. Potential offerors also are required to submit their technical and cost proposal for consideration by the Government. Evaluation criteria include: Prime Contractor Experience, Design Contractor Experience, Prime Contractor Past Performance, Design Contractor Past Performance, Design Drawings, Design Narrative, Safety and Management Plan. The approximate issue date is 3 January 2012 and approximate closing date is 8 February 2012 at 2:00 pm Eastern Time. Project documents will be issued via the web only. Downloads are available via the Federal Business Opportunities (FedBizOpps) website http://www.fbo.gov. Amendments will be available only through the FedBizOpps website. This is set aside for 100% Small Business. The Pre-Proposal Meeting is tentatively scheduled for 12 January 2012 at the project site. Further details will be issued with the solicitation.
