Description
This is a PRE-SOLICITATION NOTICE ONLY; no proposals are being requested at this time. Furthermore, no draft Request for Proposals (RFP) or Statement of Work (SOW) will be available prior to release of the solicitation. The Marine Corps Systems Command (MCSC), Quantico, VA has a requirement to procure a Selective Availability Anti-Spoofing Module (SAASM) compliant GPS-S Replacement Systems, logistic support, technical support, training, and an operator ™s manual for the artillery target acquisition community. The GPS-S Replacement System procurement, a Non-Developmental item, intends to enter the DoD acquisition framework at Milestone B. A contract award is anticipated in March 2012. Initial Operational Capability for this effort is defined as fielding and training of 2 systems to the Marine Artillery Detachment at Fort Sill, OK. Full Operational Capability will be reached upon the fielding and training of the full Approved Acquisition Objective (AAO). The AAO is a total of 22 systems. Using a Lowest Price Technically Acceptable (LPTA) approach, MCSC plans to award one Firm Fixed Priced contract. This procurement will be conducted using full and open competition. Evaluation factors will be set forth in the RFP. The Government intends to release RFP No. M67854-12-R-6001 on or near January 31, 2012, and it will be posted on the internet at the Navy Electronic Commerce Online NECO) website at http://www.neco.navy.mil and the Federal Business Opportunities (FedBizOpps) at: http://www.fedbizopps.gov. The online version of the RFP will include all documents of the solicitation package. The GPS-S Replacement System will provide the capability for Marine sensor sections to provide accurate and timely survey support to target acquisition and fire support agencies across the spectrum of warfare. The current system used by Marine artillery surveyors was fielded in 1995 and has become obsolete, heavy, and requires too much time for initialization and navigation through the software Graphical User Interfaces which can be difficult. In addition, the system is not SAASM compliant and is no longer supported or manufactured by the Original Equipment Manufacturer. CJSI 6140.01 dated 15 November 1998, directs that all GPS Precise Positioning Service users field only SAASM based GPS user equipment after 1 October 2002. No hard copy of this RFP will be available. Amendments, if any, will be posted at the same location as the RFP. The complete RFP package, including amendments, should be downloaded and reviewed prior to submitting a response. The proposal shall be submitted in hard copy form as well as a CD submission. It is the responsibility of those responding to the RFP to obtain all amendments and/or other applicable documents. Offerors are instructed to hold all questions until the RFP has been issued. NO PHONE CALLS WILL BE ACCEPTED. ALL COMMUNICATION SHALL BE MADE VIA E-MAIL WITH THE CONTRACTING OFFICE. PROSPECTIVE OFFERORS ARE CAUTIONED AGAINST UNAUTHORIZED COMMUNICATION WITH THE SOURCE SELECTION TEAM.
