- The Department of Veterans Affairs (VA), Greats Lakes Acquisition Center is looking for Architect/Engineer (AE) firms certified in the following categories: Service Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), 8(a), HUBZone, Woman Owned Small Business (WOSB), and/or Small Disadvantaged Business (SDB.) for A/E Design Services to Commission the Physical Plant Bldg. at the Edward Hines Jr. VA Hospital, Hines, Illinois. Work to include, but is not limited to: Whole Building Commissioning services for third-party commissioning are required for the New Physical (Boiler) Plant at Hines VA Hospital. Not included in this is commissioning for the Building Exterior Closure that includes the roofs and walls. The successful Commissioning Agent will support the Commissioning Process throughout the design, construction, and post-acceptance phases of renovation, additions, or other projects. Commissioning Services shall be provided in accordance with the Department of Veterans Affairs Whole Building Commissioning Process Manual. Prospective proposers shall review the Whole Building Commissioning Process Manual available on the VA Technical Information Library at http://www.cfm.va.gov/til/. Qualifications of responding firms should include but not limited to: specialized experience and technical competence of the firm with the specific type of services required and specific experience and qualifications of personnel proposed for assignment to the project. The Commissioning Agent shall have acted as the principal commissioning agent for Physical Plant Projects supporting facilities over 100,000 sq. ft. The firm shall have experience commissioning construction project valued at $20M or higher. Finally, the awarded firm is expected to meet the requirements in FAR clause 52.219-14 Limitations on Subcontracting (DEC 1996) and compliance will be monitored throughout contract performance. Responses should include detail of experience in Commissioning projects of a similar size and scope, how your firm will meet Limitations on Subcontracting requirement, name and phone number of a point of contact in case further information is needed.
