Description
Design Build Kirtland Air Force Base AFNWC Sustainment Facility, Kirtland Air Force Base, Bernalillo County, New Mexico. The proposed procurement is a competitive HUBZone Set Aside. Only offers from qualified HUBZone business concerns (as determined by the Small Business Administration) will be accepted. Offers received from concerns that are not certified by the Small Business Administration shall be considered non responsive and will be rejected. NAICS is 236220/SIC 1542, with a size standard of $33,500,000.00. The magnitude of construction for this project will be between $10,000,000.00 and $25,000,000.00. Bonding will be required for this acquisition. Offerors attention is directed to Section 00100 in the Solicitation for information regarding the tour of the site. Plans will be issued on or about 4 January 2012, with proposals due on or about 1 March 2012. Offerors are advised that this requirement may be delayed, cancelled, or revised at any time during the solicitation, or final award process, and is subject to the availability of funds. Construction Services to be performed under the firm fixed price contract will consist of the following: Design and construction of the AFNWC Sustainment Center at Kirtland Air Force Base in Albuquerque, New Mexico. The AFNWC Sustainment Center will be a two story facility. The facilities exterior will meet Kirtland AFB's Architectural Compatibility Plan (ACP) and be compatible with the surrounding facilities. This Open Storage facility includes administration, sensitive compartmented information rooms, office areas, breakrooms and coffee bars, restrooms with showers, conference rooms, UPS and generator, and state of the art electronics devices and systems. Additionally, parking, communications infrastructure, utilities and fire protection are required for these facilities. This project includes the demolition of building 20320 located at the site. THE PROJECT will be advertised as a Request for Proposal. Competitive proposals will be evaluated based on the evaluation criteria set forth in the solicitation package. Evaluation by the Government will result in selection of a firm that represents the best overall value to the Government. Proposed procurement will result in a firm-fixed price contract.
