- Coast Guard District Map HSCG80-12-Q-P30897 DIVE INSPECTION, CLEANING AND REPAIR SERVICES FOR 87', 110' AND 210' COAST GUARD CUTTERS DOCKSIDE REPAIRS Solicitation HSCG80-12-Q-P30897 is for the Dive Inspection, Cleaning and Repair Services for the Coast Guard's 87', 110' and 210' Cutters. The estimated price range is between $1,000,000 and $5,000,000 for both the 8(a) and SDVOSB Set-Asides. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-54. The applicable NAICS code is 336611. Size Standard is 1,000. For the calculations of annual receipts and number of employees, see parts 121.104 and 121.106 in SBA Small Business Size Regulation,http://sba.gov/regulations/121/. This acquisition is for the procurement of dockside repairs which includes 7 work items/CLINS. The performance periods are below: Base year: February 1, 2012 through January 31, 2013 Option Year 1: February 1, 2013 through January 31, 2014 Option Year 2: February 1, 2014 through January 31, 2015 Option Year 3: February 1, 2015 through January 31, 2016 Option Year 4: February 1, 2016 through January 31, 2017 This solicitation is issued pursuant to FAR Part 12, Acquisition of Commercial Items and FAR Part 13.5 Test Programs For Certain Commercial Items. The Coast Guard intends to award a single or multiple IDIQ Firm Fixed-Price Contract(s) resulting from this solicitation. Work shall commence on or about February 1, 2012. The Government shall award a contract(s) resulting from this solicitation to a responsive, responsible contractor(s) whose written quote is considered most advantageous to the Government, both in price and other factors considered. The following factors shall be used to evaluate offers proposals and are in descending order of importance: 1) Past Performance and, 2) Price. Factors 1-2 will be applied to determine the best value to the Government. Past Performance is more important than price. All correspondence concerning this acquisition shall reference Request for Quotes (RFQ) Number HSCG80-12-Q-P30897. The closing date for this solicitation is on 23 January 2012, 3:00 P.M. EST. Mailed and e-mailed quotes will be accepted. E-mailed quotes may be sent to Chas Hartley at chas.f.hartley@uscg.mil. Faxed quotes will not be accepted All contractors are responsible for verifying the receipt of their quote. The anticipated award date is 30 January 2012. This requirement is 100% set-aside for 8(a) certified Small Businesses for CG Districts 1, 5, 7 and 8 (See attachment "CG Districts") and 100% Set Aside for Service Disabled Veteran Owned Small Businesses for CG Districts 11, 13, 14 and 17. QUESTIONS AND REQUEST FOR DRAWINGS: The last day to request drawings or ask questions regarding this solicitation will be January 16, 2012. After this date further requests may not be accepted due to time constraints. PLACE OF PERFORMANCE: Various locations on various cutters across the United States. Interested parties must be registered in the Central Contractor Registration (CCR) as prescribed in FAR Clause 52.232-33.
