Description
Full Solicitation The Supply Chain Advisor is an essential and indispensable senior advisor to the HPN team and plays a key role within the broader U.S. Government country team, providing strategic, technical and program expertise relevant to USAID programs, and guiding the USG's overall approach and strategy for supply chain issues. This requires highly specialized skills, knowledge, and experience related to commodities, logistics, and supply chain systems, as well as interagency coordination, strategic planning, and health systems strengthening. Drug supply and distribution are critical building blocks for the Malawian health system, and thus this position is critical to the success of U.S. Government health assistance to Malawi through USAID, CDC, NIH and Peace Corps. This position is also a key interlocutor for the U.S. with the Government of Malawi on supply chain matters, and will work closely and collaboratively with the Central Medical Stores and the Ministry of Health, offering technical assistance as needed and appropriate and providing transparency and coordination for U.S. support to the supply chain system. The primary responsibilities focus on priority setting and strategic planning within a complex environment, as well as project management and senior-level technical advice on supply chain and logistics to USAID and the broader U.S. Mission in Malawi. This position requires extensive contacts at a number of levels within the development and health communities in both Malawi and Washington D.C. on commodity issues. The Supply Chain Advisor works with all U.S. agencies and USAID implementing partners, and manages one or more awards for assistance to the national drug supply and distribution program that have direct impact on the service delivery accomplishments of all USG-supported programs. As such, the Supply Chain position advises all USG Agency heads on matters of drug supply and distribution, and provides interface with senior officials in the Ministry of Health to resolve issues and ensure efficiencies in the national drug supply system. Specific contacts include: the USAID Mission Director and Deputy Director; the U.S. Ambassador and Deputy Chief of Mission; the Director and staff of CDC/Malawi; the USAID Global Health Bureau in Washington; the HPN team lead and sub-team leaders; the Central Medical Stores Trust (CMST); the Ministry of Health; the Pharmacy, Medicines and Poisons Board (PMPB); Chiefs of Party and other technical staff of implementing partners; other Health Donor Group (HDG) partners including bilateral and UN agencies; and Civil Society.
