- NASA/GSFC has a requirement for support and maintenance of the Global PrecipitationMeasurement (GPM) Project TSIM Tracking and Date Relay Satellite System (TDRSS)Simulator. The period of performance is from December 31, 2011 through April 30, 2014 NASA/GSFC intends to purchase the items from Real Time Logic, pursuant to FAR 13.106 forthe acquisition of supplies or services determine to be reasonably from one source. RealTime Logic is the only vendor with TDRSS simulation capability applicable to the GlobalPrecipitation Measurement flight project.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities statement to perform the effortin writing to the identified point of contact not later than 2:30 p.m. local time onDecember 21, 2011. Such statements will be evaluated solely for the purpose ofdetermining whether or not to conduct this procurement on a competitive basis.Adetermination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
