- JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION (JOFOC) PWS FOR POST-DATA COLLECTION Under the Authority of Federal Acquisitions Regulation, Part 6, Subparts 6.301 and 6.302, The U.S. Census Bureau, on behalf of the Demographic Surveys Division, intends to contract with David Wade, on a sole source basis to provide post-data collection processing activities with complex instruments and pocedures that vary by subject matter, survey period, respondent rules, processing cycles, length and number of survey periods, and post-data collection requirements. Mr. Wade has worked extensively on developing post-data collection processing specifications for household surveys the U.S. Census Bureau conducts for the CDC. The period of performance for this membership consists of Date of Award through September 30, 2012. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit technical capabilities, pricing, and other information that demonstrates their ability to meet the Census Bureau's needs. Detailed capabilities must be submitted to victor.l.thomas@census.gov, by 3pm on Tuesday, December 27, 2011. This notice is not to be considered a request for quotations or proposals. No contract will be awarded on the basis of offers received in response to this notice, but offers will be used to determine if a comparable source is available and more advantageous to the Government. If no affirmative written response is received within 15 days from the publication of this synopsis, a contract may be issued to David Wade, without further notice.
