- Wage Determination under The Service Contract Act applicable to Requirement 12033 Statement of Work for Access Control and Security Support Requirement 12033 The Virginia Contracting Activity, on behalf of the Defense Intelligence Agency/ Missile and Space Intelligence Center (DIA/MSIC), 4545 Fowler Road, Redstone Arsenal, AL 35898-5500 has a requirement for Access Control and Security Support as described in attached statement of work. The objective of this effort is to provide personnel to man Access Control Points (ACPs), perform classified collection/removal/destruction services, and escort uncleared personnel at The Richard C. Shelby Center for Missile Intelligence, Bldg 4545 Fowler Road, Redstone Arsenal, Alabama and related facilities. A wage grade determination applicable to this effort is attached. It is anticipated that the Government will award a labor hour type contract with fixed labor rates resulting from this synopsis solicitation to the responsible woman owned small business offeror who has the required security clearances described in the attached statement of work and has the lowest fair and reasonable price. The contract will have four 12 month options which the Government may exercise at their discretion. A signed DoD Contract Security Classification Specification (DD254) will be incorporated into the contract. In order to be eligible for award, proposals must propose adequate cleared personnel to meet the required number of hours for staff and supervisor. This can be full time or part time personnel but clearances must be in compliance with paragraph 7 of the SOW. Personnel names, proposed position (job) identified, and their current clearance must be submitted with the proposal. SSNs may be required if their names are not listed in the MSIC/DIA database of current cleared personnel. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the options.
