- DESCRIPTION This is a Pre-Solicitation Notice only. The Department of Veterans Affairs (VA) is setting aside this procurement for 100% Service Disabled Veteran Owned Small Businesses. Veteran Owned Small Businesses are strongly encouraged to submit a proposal. The Contractor shall provide Air Monitoring (Industrial Hygiene) and testing, noise testing and evaluation, indoor air quality assessments, as well as any industrial hygiene service for the Veterans Affairs Palo Alto Health Care System. Industrial Hygiene services are required as needed by the COTR. Historical data for this type of service indicates that services are normally required each month. At times, services may be required more than once a month and at other times, services may not be required in certain months. When services are required, the COTR will coordinate a schedule with the Contractor. The requirement is to provide asbestos services. The Contractor's laboratory shall have a Certified Asbestos Consultant (CAC) on staff. The Contractor doing the field work shall be a CAC or Certified Site Surveillance Technician (SST). The Contractor's laboratory shall be National Voluntary Laboratory Program (NVLAP) accredited as required by 29 CFR 1926.1101 to perform asbestos identification. The Contractor shall be accredited by the American Industrial Hygiene Association's (AIHA) Environmental Microbiology Laboratory Accreditation Program, AHIA's Environmental Lead Laboratory Accreditation Program, and the California Environmental Laboratory Accreditation Program which allows them to conduct lead and metal analysis, culture bacteria and fungi. The offeror shall conduct the services as needed for the Department of VA Medical Center located in Palo Alto, 3801 Miranda Avenue, Palo Alto, CA, the Menlo Park VAMC located 795 Willow Road, Menlo Park, CA and the Livermore VAMC located at 4951 Arroyo Road, Livermore, Ca. This will be a Base plus 4 Option Years contract. Base period of performance is expected to begin on/about 1 April 2012 to Mar 31, 2013. The solicitation number is VA-261-12-R-document as this time.
