- Description
- NASA/NSSC has a requirement for a course entitled Graduate Certificate in SpaceSystems Engineering. The objective of the training is to provide a space systemsengineering curriculum for employees selected for the Space Systems EngineeringDevelopment Program. The course shall emphasize space systems design and development,key space systems engineering processes and tools, and a holistic understanding ofsystems engineering principles. The curriculum will be customized to address these keyareas.The curriculum shall emphasize systems engineering and integration of space hardwareand software, organizations, people, processes, and tools. The curriculum shallemphasize crucial activities spanning the entire project lifecycle. The curriculum shallcombine lectures, classroom activities, case studies, readings, individual and groupprojects, papers, and development assignments that can be applied to the participants'on-the-job project work. Training is to be held at Kennedy Space Center and the periodof performance for this training is from January 17, 2012 through February 8, 2013.NASA/NSSC intends to purchase the above curriculum from Stevens Institute of Technology,School of Systems and Enterprises, Hoboken, NJ 07030. Pursuant to FAR 13.106, theacquisition of these services has been determined to be reasonably available from onlyone source. Competition is impractical for the following reasons: 1) The module beingused is part of the only program in the U.S. offering a unique combination of hands-onspace systems engineering development such as space domain focus on space systemengineering with a holistic understanding of systems engineering principles; 2) Thevendor provides the necessary breadth and depth of this integrated curriculum across thespectrum of robotic space systems and crewed space systems; 3) The vendor has alreadyshaped this program to meet the exact needs of NASA Kennedy Space Center employees whichprovides for cost-effective, timely, specialized training that can not be readilyduplicated by any other source within the timelines required.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. centraltime on December 30, 2011. Such capabilities/qualifications will be evaluated solely forthe purpose of determining whether or not to conduct this procurement on a competitivebasis.A determination by the Government not to compete this proposed effort on a fulland open competition basis, based upon responses to this notice, is solely within thediscretion of the government.Oral communications are not acceptable in response to this notice.Capabilities and qualifications should be submitted to Candice C.
