Description
Statement of Work This Request for Information (RFI) announcement is released pursuant to Federal Acquisition Regulation (FAR) Part 10 - Market Research. The information request is issued solely for planning purposes to identify potential sources for the United States Coast Guard's Foreign Military Sales' acquisition of one used rotary-wing aircraft suitable for land and sea operations in a maritime environment. This notice is to determine capabilities to fulfill the Government's requirement listed below and does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. The RFI seeks to identify potential sources that have used rotary winged aircraft. The aircraft should be capable of conducting the Search and Rescue (SAR), Maritime Patrol, Medical Evacuation (MEDEVAC), Maritime Interdiction Operations (MIO), Light Vertical Replenishment (VERTREP), VIP Transport, and general utility missions. Attached is a draft Statement of Work for industry to provide comments. This RFI does not commit the Government to contract for any supply or service. Further, the USCG is not, at this time, seeking proposals, and will not accept unsolicited proposals. Respondents are advised that the U.S. Government will not pay for any information or administrative cost incurred in response to this RFI. All costs associated with responding to the notice will be solely at the respondents' expense. At this time, proprietary information is not being requested, and respondents shall refrain from providing proprietary information when responding. Please be advised that all submissions become Government property and will not be returned. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract. It is the responsibility of the interested parties to monitor these sites for additional information pertaining to this RFI. The numbering of this notice will have no correlation to any future solicitations. If this announcement results in a release of an RFP the U.S. Coast Guard must verify that the company has legal rights to sell the proposed aircraft. 1.0 Requested Information 1.1 Respondents interested in pursuing this work for the USCG should submit information which clearly describes the company's (a) capabilities based on requirement, (b) major customers and experience providing these types of articles, (c) responses to specific questions found in Section 2.0 of this announcement, (d) comments for the attached Statement of Work (SOW) and (e) any other information that your company feels is pertinent to this acquisition. The acquisition is constrained by a target cost of the aircraft which is between $2,000,000 and $2,500,000, or lower. Vendors are encouraged to submit comments which will lead to possible cost reductions. 1.2 Firms who wish to respond to this Sources Sought shall include their business size in accordance with NAICS Code 441229 Size Standard $7 Million, Dun and Bradstreet number, and any other US Government contracts held should they hold one. Also include the description of your company (For example: aircraft dealer, aircraft charter company, small business, etc.) Responses may be used in developing budget request and contract specifications. 2.0 Questions 1) Can your company meet the general requirements for a used rotary wing aircraft in accordance with the Statement of Work? Is your company capable of meeting the additional technical requirements? What is the Rough Order of Magnitude (ROM) for the minimum and maximum requirements? Is there a possibility to acquire another used aircraft identical to what is requested in this announcement? 2) How long will it take to deliver the used craft to an overseas location (Europe)? Does your company have experience delivering aircrafts internationally? 3) What are the acceptance test plans for a used rotary aircraft? Are they different from a new aircraft? 4) What type of warranty does your company offer for used aircrafts? 5) What is the age of the aircraft? Are there still replacement spare parts readily available in the commercial marketplace for the requested aircraft? 6) What is the design of the aircraft? What is the size and capacity of the engine? What type of fuel does the aircraft use? What is the useful load of the aircraft? 7) When was the last overhaul date of the aircraft? When was the last inspection date? When was the last avionics check? What is the damage history of the craft, if any? Is it possible to obtain an updated airworthiness certificate from the FAA? 8) Can the aircraft operate in foreign airways? 9) If this is a used aircraft, what was the aircraft previously used for? 3.0 Responses Please submit information via email to the Point of Contact listed below no later than 12:00PM on 12/21/2011.
