- The National Institute of Health intends to make a firm fixed price award to Life Technologies Corporation, Invitrogen, Carlsbad CA, 92008-7313, DUNS# 182158873 on a sole source basis under the authority of FAR 6.302-1, Only One Responsible, No Other Supplier or Services Will Satisfy Agency Requirement, 41.U.S.C. 253 (c)(1). This requirement is to provide reagents and testing kits to the Human Leukocyte Antigen, HLA lab, Clinical Center, that has been quality controlled for use on the 3730xl instrumentation. These reagent kits are necessary to perform high resolution testing for transplant patients and donors who must be both matched for peripheral blood stem cell and cord blood transplants. Due to the quality of the product required for on-going research and clinical services, Invitrogen is the only known vendor who can supply the necessary products. The intended procurement will be classified under North American Industry Classification System Code 325413 with a size standard of 500 employees. The requirement is being processed in accordance with the simplified acquisition procedures as stated in FAR 13.106-(b)(1). Small businesses are encouraged to respond to this notice if they are capable to meet the needs of this requirement. Written responses to this notice shall contain sufficient documentation to establish bonafide capability to fulfill the requirement. All responsible contractors who meet the capabilities cited to perform the requirement may submit experience, capabilities, and qualifications as outlined above which will be considered by the NIH. This notice of intent is not a request for competitive proposals. However, all information received within the ten (10) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon reasons to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purposes of determining whether to conduct a competitive procurement. The proposed award date will be on or before December 26th, 2011.
