Pre Solicitation Notice # NIHOD2011295b December 12, 2011 Pre Solicitation Notice # NIHOD2011295 b National Institutes of Health's Resident Research Associateship Program in Biotechnology The National Institutes of Health (NIH), Office of the Director, Office of Acquisitions, intends to negotiate on a sole source basis with The National Research Council's (NRC) National Academy of Science (NAS) on behalf of the Intramural Research/Office of Intramural Training & Education (OD/OIR/OITE). The Academy will be requested to train research associates. This procurement will be done pursuant to 41 U.S.C.253(c) (1)-- Only one responsible source and no other supplies or services will satisfy agency requirements under a Cost Reimbursement type Contract. This pre solicitation notice is being conducted in part as a Market Survey to find qualified organizations that can fulfill this requirement. This also includes small business concerns, 8(a) small businesses, Woman-owned, small disadvantaged businesses, HUBZone small businesses and Service-disabled Veteran small business concerns with the appropriate corporate infrastructure and operational capabilities to adequately provide the services described in the Statement of Work The intended procurement will be classified under NAICS 541690 Code Other Scientific and Consulting Services. BACKGROUND STATEMENT This requirement is a continuation of the NIH Resident Research Associateship Program in Biotechnology, which was established and has been conducted by the National Academy of Sciences/National Research Council (NAS/NRC) since 1985. In its current form, the program places five Associates per year in positions created by partnerships between NIH and National Institute of Standards and Technology (NIST) laboratories. Appointments are for a period of two years, with the possibility of extension, should either the NIH or NIST wish to assume responsibility for the Associate outside of this program. As conceived, the program will host a maximum of 20 Research Associates per annum. Under the contract, pairs of participating laboratories with one partner from NIH and the other from NIST, nominated by the NIH and NIST, have been evaluated for appropriateness by the NAS/NRC. Applicants are recruited and selected by the Contractor from a national pool. The Contractor is responsible for making and administering the awards. The number of Research Associates to be supported depends on the results of annual assessments of the program, but is expected to approximate a steady state 10. Purpose: The Program is designed to further the purposes of the NIH by identifying outstanding Research Associates who are United States (U.S.) Citizens, individuals who have been admitted to the U.S. for permanent residence, and citizens of other nations and allowing them to increase their proficiency in research and to advance the research program of the sponsoring laboratories. The program also permits the scientific community access to governmental facilities and resources. STATEMENT OF WORK The contractor shall maintain a Web site describing the NIH/nist research opportunities and shall handle the recruitment, selection, matching, assignment and notification of the Research Associates, who may be citizens of any nation willing to conduct collaborative research in NIH/NIST laboratories for a period of up to five years. Program participants will have no more than five years of relevant research experience since the receipt of their doctoral degrees at the time they begin the program. Particular emphasis must be placed on the recruitment of minorities under-represented in the sciences. Research Opportunities in the joint NIH/NIST program will be updated bi-annually and posted on the NRC Web site by the contractor. The contractor shall also provide complete administrative support for the disbursement of stipends, programmatic and professional travel allowances, and relocation allowances integral to the program, and provide health insurance and workman's compensation coverage for the Associates. In addition, the contractor shall provide periodic scientific evaluation of the Associates' recruitment and productivity and report the results to the Project Officer in accordance with the schedule specified elsewhere in this contract. Deliverables: An annual progress report shall be submitted to the Contracting Officer's Technical Representative (COTR) with a copy to the Contracting Officer (CO). The report shall include an overview of the application review process, presenting data on numbers of applications received, review outcomes, offers made, and offers accepted/declined. Information will be provided on applicants' and Associates' citizenship. The report will also present information on current Associates, including their Adviser names, NIH Institute, NIST laboratory, and start/end dates. The contractor will strongly encourage each Associate who completes tenure to submit a Final Report, and these reports will be included in the annual progress report. Finally, for Associates who ended tenure during the report period, the report will contain a summary of •o The Associates' scholarly output: publications, patent applications, presentations, and awards •o Associate future plans •o Associates' evaluation of their experience •o Adviser ranking of the Associates Anticipated period of performance 4/30/2012- 4/29/2017 Capability Statement Requirements and Delivery Instructions In 15 pages or less, interested parties should respond with information as to how and from where would their organization recruit, review and select associates appropriate for the NIH Associateship Program in Biotechnology. In addition, please include how the deliverables in the SOW would be met using your organization's Technical Approach, Competence and Experience of Personnel, Personnel Qualifications and the Organization's Operational Capability. Interested companies must also provide information which states the business size, value of the last three (3) contracts of similar requirement and proof that the organization is CCR registered under NAICS Code 541690 - Other Scientific and Consulting Services. Capability Statements will be evaluated based on their Technical Approach, Competence and Experience of Personnel, Personnel Qualifications and the Organization's Operational Capability. It is emphasized that responses to this Pre Solicitation Notice are not considered offers and cannot be accepted by the Government to form a binding contract. Interested organizations should submit three (3) copies of their capability statements and supporting documentation to the address below by January 31, 2012 by 2:00 PM. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s)." This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed. Information provided will be used to assess tradeoffs and alternatives available for the requirement. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted.
