Description

SYNOPSIS DESCRIPTION: The Department of Veterans Affairs, National Cemetery Administration intends to solicit sources to provide janitorial services for the Fort Logan National Cemetery in Denver, Colorado. This acquisition shall be conducted as a 100 percent set-aside for a service-disabled veteran-owned small business (SDVOSB). This solicitation shall result in a contract with one (1) base year plus four (4) option years to the offeror whose proposal is most advantageous to the Government, price and other factors considered. This acquisition is being synopsized under the North American Industry Classification (NAICS) code 561720, Janitorial Services and small business size standard of $16.5 million. The solicitation will be issued via FedBizOpps at http://www.fedbizopps.gov/. Telephone requests will not be accepted. The solicitation will be posted on or about December 13, 2011 with a closing date of December 30, 2011. All potential offerors are reminded that in accordance with FAR 52.212-4(t) all contractors are required to be registered with the Central Contractor Registration (CCR) database in order to conduct business with the Federal government. Lack of registration in the CCR database will make an offeror ineligible for award. Offerors can access this database at http://www.ccr.gov/. Potential offerors are also reminded that they must be registered and verified as eligible in the Vendor Information Pages (VIP) database at the Center for Veterans Enterprise Web Portal (VetBiz) prior to award. This database can be accessed at http://www.vetbiz.gov. The Government anticipates award of a firm-fixed contract contracts resulting from the solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers in descending order of importance: Technical qualifications: to include knowledge of required OSHA guidelines and ability to adhere to the necessary safety precautions; information that indicates training, to include OSHA or MSDS guidelines for chemicals, etc. has been provided for all janitorial staff that will be performing services of the resulting contract; and technical qualification and past performance when combined are more significant than price in the proposal.
