- Limited source justification for a sole-source award. DCPO requires contracted services for analytical and technical support required to meet DoD-wide corrosion prevention and mitigation objectives. The DCPO requires broad-based research and analytic support to provide a sound foundation for current requirements and future concepts related to developing and conducting DoD corrosion prevention and mitigation efforts within a continually changing environment. Examples of these efforts include linking research to practical application, determining corrosion-related capabilities, and attaining the most effective mix in public/private solutions. The contractor must demonstrate a comprehensive knowledge of the DoD acquisition and logistics enterprise, a high degree of technical competence with regard to DoD weapon systems and infrastructure maintenance and corrosion prevention/mitigation operations, and an in-depth understanding of defense logistics operations, life cycle programming, services, and policy. Because the prevention or mitigation of corrosion on DoD equipment and facilities requires both public and private support, the contractor must also demonstrate objectivity and independence of thought, and not be influenced by company business lines of services or products.
