Description
Draft PWS 647th Contracting Squadron (PACAF), Joint Base Pearl Harbor-Hickam, HI intends to solicit competitive proposals on an unrestricted basis and award a Single Award Task Order Contract (SATOC) Indefinite Delivery Indefinite Quantity (IDIQ) contract for the procurement of Pacific Air Forces (PACAF) Resource Efficiency Manager (REM) services. Contractors will be required to demonstrate their ability to provide REM services at Yokota AB, Misawa AB, and Kadena AB, Japan; Osan AB, and Kunsan AB, ROK; and Joint Base Elmendorf-Richardson (JBER), 611 ASG at JBER, and Eielson AFB, Alaska. REM is an innovative management approach that focuses on developing projects and initiatives to reduce energy and other resource consumption, saving money, and helping the environment. Under the REM Program, full-time Resource Efficiency Managers support facilities efforts to reduce energy costs and consumption and meet their mandated energy conservation goals. The objectives of the REM program are to identify and implement readily attained cost saving initiatives in energy, water, and resource conservation. REM contractor services include, but are not limited to, analysis of energy end uses and distribution systems, identifying opportunities for energy and emission reductions, strengthening energy management programs, conducting awareness training, developing and executing energy projects, providing measurement and verification support, preparing documentation to obtain energy efficiency rebates and incentives, collecting and accumulating consumption data, assembling data in prescribed formats, analysis of the data, providing decision making support information and recommendations in reports and briefings, and responding to related inquiries. The proposed performance period for this SATOC IDIQ is base year plus four (4) one-year option periods. The total estimated value for this procurement is $10,000,000 over a period of 5 years. Award type will be firm fixed price. Anticipated contract award date is approximately 5 March 2012. Request for Proposal will be issued on or about 13 January 2012 and proposals will be due on or about 13 Feb 2012. Interested parties are strongly urged to register with FedBizOpps at www.fbo.gov to download the solicitation when published and to monitor the site frequently for amendments or other information. No paper, email or fax copies will be provided. Responsibility for obtaining the solicitation and any amendments rests solely with potential offerors. The solicitation will include all necessary information and instructions. Request for information received prior to solicitation issue will not be addressed. All proposals from responsible offerors will be considered. To be eligible for award, offerors must have a current, valid registration in the Central Contractor Registration (CCR) at www.ccr.gov. Information contained herein is subject to change and does not bind the Government to any action or responsibility for any costs arising from proposal preparation or other efforts resulting from this notice. This will be an unrestricted competition with large business required to submit a subcontracting plan to include as a minimum one of the three REM positions at Alaska subcontracted to a small business. Respondents please note that this strictly a presolicitation notice. In accordance with FAR 15.201(c)(5), responses to this are not offers and will not be accepted by the government to form a binding contract. No solicitation document exist at this time. No contractual action will be initiated, considered, or awarded based on this notice. No reimbursement will be made for any costs associated with providing information in response to this notice. Information submitted by the interested parties is provided on a strictly voluntary basis.
