The purpose of this contract is to achieve Presidential Malaria Initiative (PMI)/Uganda targets in indoor residual spraying (IRS) through: (1) implementing a high quality IRS program, (2) conducting comprehensive monitoring and evaluation of the IRS program, and (3) developing national capacity to conduct IRS. The proposed activities are to be done with full collaboration of the Uganda National Malaria Control Program (NMCP). This procurement is a follow-on to the Uganda Indoor Residual Spraying (IRS) contract, AID-617-C-09-00001, which is held by Abt Associates, Inc., and ends on July 23, 2012. This procurement shall be conducted under full and open competition, under which any type of organization (U.S. and non-U.S. commercial for profit firms, educational institutions, non-profit organizations) is eligible to compete. The procedures set forth in Federal Acquisition Regulation (FAR) (48 CFR Chapter 1) Part 15 shall apply. USAID anticipates awarding one Cost plus Award Fee (CPAF) type contract with a total estimated range of $60,000,000 to $65,000,000 for the entire program, to be implemented over a period of five years, subject to the availability of funds.
