- The Naval Surface Warfare Center, Panama City Division, Panama City, FL (NSWC PCD), intends to award a sole-source firm fixed price contract to the Lord Corporation, 111 Lord Drive, Cary NC 27511 for upgrade to a prototype Marine Rotor Active Balancing System (MRABS) currently installed on the Landing Craft Air Cushion (LCAC) hull number 91 at NSWC PCD. Upgrades required are to the starboard balancers with better-protected cables, adding balancers to the port side of the craft, upgrade the control system to manage transient inputs and coupling between different balancers and between port and starboard systems, replacing test-type electronics control rack currently installed in the starboard cabin with a more compact control system, providing a new maintenance and interface panel, and material upgrades to certain components to provide better corrosion resistance in the LCAC environment. This purchase is not suitable for full and open competition for the following reasons. The system to be upgraded was designed, manufactured, and installed by Lord Corporation. This company, as the original equipment manufacturer (OEM) is the only source with the in-depth knowledge of the MRABS design required to modify and upgrade their own system. This is particularly true of the proprietary control system and imbedded software. Thus Lord Corporation is the only source that can perform this requirement. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The Department of Defense will no longer award contracts to contractors not registered in the Central Contractor Registration (CCR) Database. Registration may be accomplished by accessing the CCR website at http://www.ccr.gov/. NAICS 541330 applies. Small Business Size standard $4.5M. PSC K020.
