Pamphlet Jakarta NEC FedBizOpps Department of State 2012 Design-Build Contract for US Embassy Jakarta, Indonesia RFP SAQMMA-12-R0061 Notice of Solicitation of Submissions for Contractor Pre-Qualification THE U.S. DEPARTMENT OF STATE (DOS), Bureau of Overseas Buildings Operations (OBO) is requesting submissions to pre-qualify firms for Design-Build (D/B) services for the design and construction of a New Embassy Compound (NEC) in Jakarta, Indonesia. This project will be executed under OBO's Design Excellence Program (http://www.state.gov/obo/designexcellence/). The project will consist of the design and construction of a compound to house U.S. Diplomatic functions. The project is described below. 1. Project Description (Secret Facility and Personnel Security Clearances Required) SAQMMA-12-R0061, Jakarta, Indonesia NEC The project will consist of design and construction services including a New Office Building (NOB) with attached Marine Security Guard Quarters (MSGQ), maintenance and support facilities, perimeter security, parking structures, vehicle and pedestrian access control facilities, site improvements, utilities and infrastructure. Approximate site area: 34,500sm; New Office Building/Marine Security Guard Quarters area: approx. 32,150sm; Support Annex (SPX) area: approx. 1,650sm; Parking structure area: approx. 13,450sm; Other Buildings combined approximate size: 3110 sm. Estimated design-build cost: $320 - $375 million. The constructed compound will demonstrate an elevated standard of design quality for diplomatic facilities in its architecture, engineering, and construction. OBO requires that the completed compound be sustainable with high-performance facilities. The design requirements documents, which will be provided by OBO in the Project Solicitation Phase II, are an example of OBO's commitment to Design Excellence. The Jakarta NEC project will be executed sequentially in two (2) stages of construction. Stage 1 construction includes foundations, site improvements, major compound utility infrastructure, high-rise construction, curtain wall and other exterior finishes, interior finishes, mechanical, electrical, plumbing, and communications systems, photo-voltaic systems, rain and condensate-water harvesting, open-air canopies, and landscaping. Both project stages will include security systems, furniture, fixtures, signage, and commissioning of compound buildings and systems to function as a single facility at the end of each stage. Stage 2 construction includes general demolition of vacated buildings at the west end of the compound following Stage 1 move in, re-construction of an historic building as an open air pavilion, new low-rise construction, exterior consular waiting area, open-air canopies, recreation facilities, and completion of perimeter security and site improvements for the remaining portion of the Embassy compound. The reconstruction of the historic building will consist primarily of new construction, but will incorporate salvaged materials and architectural elements from the original building. Utilities serving the existing Embassy facilities at the west end of the compound during Stage 1 construction will be completely removed during Stage 2, since all new buildings and utilities constructed during Stage 2 will be connected to the new utility infrastructure constructed in Stage 1. OBO will provide a separate notice to proceed with construction of Stage 2 facilities after the new Stage 1 facilities have been accepted and occupied.
