PRESOLICITATION NOTICE CLASSIFICATION CODE: 65 SUBJECT: Streptavidin Labeled Oligonucleotides and Labeling Kits SOLICITATION NUMBER: W81XWH-12-T-0074 RESPONSE DATE: January 10, 2012 CONTACT POINTS: Katrina Robertson, Contract Specialist, 301-619-2458; or Tonya Kreps, Contracting Officer, 301-619-2519 This is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-27. This is an Unrestricted Competition. The North American Industry Classification System (NAICS) code is 325199 This requirement will be for an Indefinite Delivery Indefinite Quantity contract (IDIQ). The Period of Performance for this contract will be a base year with four options years. DESCRIPTION: The United States Army Medical Research Acquisition Activity (USAMRAA) has a requirement for the following: The following are needed to develop Proximity Ligation Assays for a number of select biothreat and infectious disease agents for USAMRIID. Supplies Required a.Streptavidin labeled oligonuleotides - This assay utilizes oligonucleotides, not to exceed 75 nucleotides in length, which is chemically conjugated to a streptavidin molecule and then purified by size-exclusion. The specific oligonucleotide sequence used is supplied by our laboratory. The oligonucleotide is then synthesized with an animo group coupled to the appropriate end. Using proprietary chemistry, the streptavidin molecule is then chemically conjugated to the amino terminus of the oligonucleotide. The streptavidin labeled oligo is then purified. These labeled oligonucleotides are then used in the PLA. b.Biotin labeled antibodies- This assay also utilizes antibodies which are chemically conjugated to antibodies. The specific antibodies used are located in our laboratory. c.Direct labeling of oligonucleotides - Antibodies can also be directly labeled to amino-modified oligonucleotides. The conjugation of antibodies to amino-modified oligonucleotide can be done in-house. Oligonucleotide sequence to be provided by laboratory, not to exceed 75 amino acids in length. All responsible sources may submit a quote, which shall be considered by the agency. The competitive solicitation, solicitation amendments and all questions and answers relating to this procurement shall be made available via the Internet at https://acquisition.army.mil/asfi/ or https://www.fedbizopps.gov. The solicitation is anticipated for release to the vendor community on or about, December 9, 2011 and will only be available until January 10, 2012. Specifications of the requirement are provided in solicitation: W81XWH-12-T-0074 Potential offerors are responsible for accessing the website. Interested parties must respond to the solicitation in order to be considered for award of any resultant contract. To be eligible for an award, offerors MUST be registered with the Central Contractor Registry at https://ccr.gov/ and may have completed its representations and certification found at https://orca.bpn.gov/. All questions should be addressed in writing to Katrina Robertson, Contract Specialist at katrina.robertson@us.army.mil. Questions shall be submitted not later than 1200 hours (Eastern Day Light Savings Time) on December 27, 2011. Only one set of questions shall be received from each offeror. Numerous emails from one offeror shall not be accepted. Telephone requests will not be honored and bidder lists will not be maintained. All interested parties shall provide their quote to Katrina Robertson at katrina.robertson@us.army.mil by 11:00 p.m. ET on January 10, 2012.
