Description
Federal Prison Industries, Inc. (FPI) is marketing its capabilities as a potential subcontractor for both federal and commercial work (otherwise done outside the United States). FPI is interested in entering into agreements with federal agencies and/or commercial businesses for contact center services, using federal facilities and federal inmate labor. FPI will consider all reasonable proposals that support FPI's mission. The exact agreement that constitutes each arrangement will be negotiated on a case-by-case basis. DESCRIPTION OF FPI: FPI, which operates under the trade name UNICOR, is a wholly-owned government corporation within the Department of Justice, under the Federal Prison System. The corporation was created by Congress in 1934, and provides employment, education, and training opportunities to inmates under federal custody. FPI operates more than 80 factories at approximately 70 locations. FPI's product lines and service operations are extensive, producing products and services in over 80 different Federal Supply Classes for sale to Federal agencies and the Department of Defense. FPI's mission is to employ and provide skills training to the greatest practicable number of inmates in federal correctional facilities necessary to ensure the safe and secure operation of such institutions and, in doing so, to produce market priced, quality goods and services, in a self-sustaining manner that minimizes potential impact on private business and labor. CONTACT CENTER OPERATION AND CAPABILITIES: FPI contact center operations perform inbound and outbound B2B services. FPI's outbound B2B centers have performed data scrubbing, lead generation and profiling for some of the top companies in America. The benefits to using FPI contact centers are that FPI has skilled agents, low labor rates, native English and Spanish, high security, and nation-wide coverage. Another benefit is that FPI can provide additional capacity for commercial businesses seeking to grow their business or needing the additional capacity to take on increased customer demand. BUSINESS DEVELOPMENT PROGRAM: FPI currently has business agreements with private sector firms to provide services to the Federal Government, as well as services to the private sector in cases where the services would otherwise be performed outside of the U.S. For some business agreements, FPI provides fully equipped and staffed factories and provides services as turn-key operations for its private sector customers. For other agreements, FPI provides inmate labor and the physical factory space for contact center operations. Miscellaneous: FPI reserves the right to accept or reject proposals received. This notice fulfills FAR Part 5 publication requirements for individual proposals received and meets CICA requirements. Therefore, the intent is to enter into negotiations and/or to contract for services in response to this announcement, and a subsequent notice may not be published on FedBizOpps.
